    PURPOSE

    Ensures the Association achieves optimum use of systems and infrastructure, including networks, servers, desktop computers, mobile devices, phones, and other computing and communications-related resources, while maintaining a strong cybersecurity posture. Participates in development of the Associations long-range plans, policies, and procedures in support of Information Technology goals. Oversees the Infrastructure team, within the Information Technology Department, and provides program management and coordination for all Infrastructure projects.

    ESSENTIAL FUNCTIONS OF THE POSITION

    1. Set technical direction, identify, and prioritize projects, and manage tasks necessary for providing and maintaining secure and reliable computing and communications infrastructure in support of the Associations mission of ensuring that its members have safe, reliable, sustainable, and affordable electricity.
    2. Direct the Associations Infrastructure activities and team, with cybersecurity foremost in planning and implementation.
    3. Supervise staff, including the responsibility for hiring, promotions, discipline, preparing and conducting performance evaluations, establishing goals, monitoring performance, and developing employees. Trains, coaches, and assigs work consistent with the Associations policies and procedures.
    4. Develop and manage the Associations computing infrastructure, including servers, desktop computers, mobile devices, printers and related hardware, peripherals, operating systems, and other software.
    5. Develop and manage the Associations local and wide area networks and communications links, including Association-owned, leased, and/or shared fiber optic, copper, microwave, RF, and cellular communications circuits and related firewalls, routers, switches, and other devices and software.
    6. Develop and manage the Associations telephone systems, including POTS, VoIP, cellular, and other communication technologies.
    7. Manage monitoring, maintenance, and optimization of all Infrastructure.
    8. Manage disaster recovery, and data backup to ensure the availability and reliability of the Associations cyber assets.
    9. Review and assess Association Infrastructure needs and proactively research, select, plan, and implement appropriate, cost effective solutions to meet needs.
    10. Monitor available infrastructure capacities and identify capacity components for upgrading or replacement.
    11. Stays informed of new or developing technologies and solutions and seeks creative solutions to meet changing Association requirements.
    12. Works interdepartmentally in the design and implementation of automation and information technology.
    13. Participates, in developing system standards, strategic goals, project management, process improvement, etc.
    14. Promotes a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.
    15. Performs the essential functions of the position in a safe and efficient manner.

    ESSENTIAL POSITION REQUIREMENTS

    Qualified candidates are required to have:

    • A bachelors degree in computer science, information technology or related field or equivalent relevant experience.
    • Seven (7) years of progressively responsible computer and communications infrastructure experience to include five (5) years managing infrastructure technologies.

    Preference will be given to candidates who have:

    • Experience managing infrastructure in an electric or other utility environment.
    • Supervisory experience and developing and/or implementing budgets and/or work plans.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of federal copyright laws and licensing agreements as they pertain to the use of computer software.

    Knowledge of Association policies and procedures.
    Knowledge of state/federal laws in relation to cybersecurity, information services and communications technology.
    Knowledge of cybersecurity concerns and best practices, including a working knowledge of NERC-CIP, NIST, PCI, HIPAA and related security guidelines.
    Skill in managing multiple projects and multitasking.
    Skill in leading a team to successful outcomes.
    Skill in leading a multi-disciplinary team in implementing systems.

    EMPLOYMENT STATUS

    This position is classified as an exempt, non-represented position; and therefore is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
