Top Facilities Management Executive leads overall operations and develops the strategy and policies to deliver design, planning, implementation, construction, and maintenance of an organization's facilities and properties. Plans and allocates the capital, equipment, and operating budget to support current operations and long-term facility plans. Being a Top Facilities Management Executive ensures the reliability of all building mechanical, electrical, fire/life safety, plumbing, and waste management systems. Reviews and negotiates contract terms and conditions for contractors selected for facility projects and the delivery of services. Additionally, Top Facilities Management Executive establishes building operations policies, procedures, and service standards to comply with all local laws and regulations. May be responsible for additional facility-related functions like food services, security, safety, environmental, or administrative services. Requires a bachelor's degree. Typically reports to top management. The Top Facilities Management Executive manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments.     Position Summary
    Plans, organizes, directs, coordinates and controls the operations of the Facilities/Plant Operations, Grounds, Security, and Housekeeping Departments to include: Hazardous Materials and Waste, Security, Safety, Emergency Preparedness, Life Safety, Medical Equipment and Utilities responsibilities.
    Complete all duties and functions of the hospital Safety Officer at the hospital. Maintains compliance with applicable regulatory agency requirements, including; The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Environmental Protection Agency (EPA), State and Local agencies, The Occupational Safety and Health Administration (OSHA), etc. Manages staff and contractors to adequately to ensure and maintain the efficient and safe operation of all hospital buildings. Plans, predicts, maintains and repairs building and equipment. Utilizes energy management and tracking tools in order to maintain efficient utility operations. Develops and manages operating and capital budgets.

    Position Duties (Not all Inclusive)
    • Develops and administers programs to maintain the building, grounds, and equipment in accordance with State/Federal and regulatory agencies and administrative guidelines.
    • Consults with Administration regarding proposed additions, changes in the physical structure, projects to include plumbing, electrical, heating, oxygen, and refrigeration systems.
    • Administers effectively a preventative maintenance program to facilitate uninterrupted service to patients and to ensure safe condition for employment for employees.
    • Oversees the maintenance of buildings, grounds, equipment, including painting, carpentry, plumbing, electrical work, air conditioning, furniture repair, welding, and other responsibilities as assigned.
    • Recruits/interviews staff for facilities department as applicable, Ensures accurate interviewing selection for Security and Housekeeping departments, and performs/ensures documented performance conversations/evaluations/ coaching of employees in all three departments, and ensures accurate, timely payroll submission of employees in the departments.
    Minimum Requirements:
    • Must be able to read, write, and communicate effectively in English.
    • Current Texas Driver’s License in good standing.
    • Previous experience in Director/Leadership role preferred.
    • Previous experience in knowledge of TJC, CMS and other regulator regulations for Facilities/Management.
