  • Position Summary: We are seeking a highly skilled and experienced Executive Director of Human Resources to lead our HR department. The ideal candidate will be responsible for overseeing all aspects of human resources management, including recruitment, employee relations, training and development, performance management, and compliance with labor laws. The Executive Director of Human Resources will play a key role in shaping and implementing HR strategies to support the organization's overall goals and objectives.

    Education and/or Experience: Bachelor’s degree in Human Resources or a degree with a major pertinent to the position requirements. Minimum of five years of human resources experience, leadership experience required. Experience in the education sector is a plus.

    Certificate, Licenses/Registrations: Professional Human Resources (PHR, SPHR, CP or SCP) preferred.

    Clearances: Criminal Justice Fingerprint/Background Clearance

    Essential Duties and Responsibilities:

    • Create and execute a plan for human resources in alignment with district core values as adopted by the board and the district’s strategic plan. Identify current and future needs of the district and align processes and procedures including recruitment, selection, on-boarding, professional and leadership development, training, evaluation, and retention strategies.
    • Provide investigative assistance to administrators and supervisors; coordinate investigations to include, but not limited to, allegations of employee misconduct, discrimination, harassment, and whistleblower complaints for all employees including substitutes.
    • Train and advise administrators in labor and employment matters including employee performance evaluations, growth plans, remediation plans, and terminations; employee discipline and documentation; compliance with BOE policy, federal and state laws, master agreements and other employee relations matters. Coach administrators and supervisors on effective conflict resolution strategies.
    • Manage non-renewal and reduction-in-force process per district policy, employee association master agreement language and Colorado state statute. Ensure non-renewal process is in compliance with CDE guidelines.
    • Provide support for the hiring of district staff. Includes overseeing personnel requisitions and job postings, screening and interviewing processes, reference checks, criminal background checks, denial of employment and facilitation of principal and administrator hiring processes.
    • Train and provide guidance to principals and supervisors on staffing plans, viable applicants, and hiring decisions. Analyze various employment data to strategically support sites with personnel decisions.
    • Represent district in grievance hearings, arbitrations, employee related litigation, OCR and EEO hearings and investigations.
    • Comply with federal, state, and local laws. Study existing and new legislation; consult with district legal counsel; enforce adherence to requirements.
    • Compile and submit required reports for state and federal compliance.
    • Research and make recommendations on competitive compensation practices.
    • Assist with staff negotiations.
    • Other duties as assigned.

    Knowledge & Other Qualifications

    • Possess current training/knowledge in the areas of FLSA and Employment Labor Laws.
    • Possess or be willing to pursue training to stay current on knowledge of EEOC and Title IX.
    • Ability to accurately forecast, plan and follow through on projects.
    • Demonstrated skills in facilitation, problem solving and conflict management.
    • Advanced knowledge of designing and creating spreadsheets and formulas (Excel preferred).
    • Strong leadership, communication (oral and written) and presentation skills.
    • Ability to keep up-to-date technically and apply new knowledge to the job. Includes adapting to and mastering new system applications and processes as implemented by the district or department.
    • Ability to maintain confidentiality in all aspects of the job.
    • Strong working knowledge of human resources database systems, both application and design.
    • Ability to create intermediate/advanced queries within HR systems.
    • Critical thinking and problem solving skills.
    • Ability to manage multiple priorities with frequent interruptions.
    • Ability to promote and follow Board of Education policies, District policies, building and department procedures. Update policies as needed to comply with new regulations.
    • Ability to communicate, interact and work effectively and cooperatively with all people, including those from diverse backgrounds. Willingness to contribute to and lead cultural diversity initiatives.
    • Ability to stay current with district policy, standards and training in the areas of data quality, data privacy, and cyber-security with respect to staff data, and related information systems.
    • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator.

    Supervisory Responsibilities: Human Resource Specialist
