    Job Description:

    Reporting to the Vice President for Finance and Administration (VPFA), the Executive Director of Human Resources serves as a key partner with University Leadership and sets the overall strategic vision for Human Resources. The Executive Director has oversight and responsibility for all talent acquisition and development, oversees benefits and labor relations, promotes a highly diverse and high functioning work force, coordinates development and assimilation of University Human Resource policies and procedures and identifies trends and innovations in all aspects of Human Resources.

    The Executive Director will build a strong foundation to ensure a progressive business and service focused approach to recruiting and retaining a diverse population of talent, will provide development opportunity and serve as a strategic thinker in creating a diverse and progressive talent management program. This position serves as the subject matter expert for the University in all that encompasses Human Resources.

    The key responsibilities for the Executive Director of Human Resources include:
    • Providing leadership and guidance to the Human Resource department by overseeing talent acquisition, training, retention, talent development, performance management, classification and compensation, labor relations, benefits, immigration and employee recognition.
    • Developing human resource plans and strategies that support achieving overall business objectives. Serving as a mentor, business partner, and strategic advisor to campus partners to ensure alignment of policies, processes and best practices.
    • Functioning as a strategic advisor to each unit's leadership regarding organizational and management issues. Developing comprehensive strategic employee recruiting and retention plans to meet the needs of the University.
    • Serving as the Chief Labor Relations Negotiator for the University for civil service classification collective bargaining agreements. Overseeing the development and implementation of comprehensive compensation plans ensuring competitiveness and equability.
    • Promoting a culture of accountability, compliance, and continuous improvement with an eye toward automation for increased efficiency.
    • Planning, assigning, and reviewing work of HR staff to ensure that group objectives are met. Hiring, training, developing, and managing staff to ensure that a qualified staff exists to meet group objectives.
    • Promoting diversity, equity, and inclusion in the workplace and reinforcing WIU's position as an equal opportunity employer. Partnering with General Counsel, Equal Opportunity and Access, and Internal Audit offices to investigate and resolve employee complaints, allegations, and employee relations issues.
    • Partnering with internal offices, including the Office of General Counsel, to ensure compliance with federal and state laws.
    • Developing and implementing a comprehensive succession and continuity plan for HR including cross-training and professional development opportunities.
    • Overseeing the budget for the human resources department.

    APPOINTMENT: April 1, 2023 or sooner if possible.

    COMPENSATION: Salary starting at $115,000; Commensurate with education and experience.

    Requirements:

    Minimum Qualifications
    • A Master's degree in human resources, organizational development, leadership, labor law, or other related fields.
    • Minimum of 5 years of progressive human resources experience in areas to include strategic employment, training, classification, compensation, benefits administration, labor law, and employee relations, including experience with negotiation and administration of agreements of labor relations contracts; at least three of those years should have been spent in a leadership role.
    • Solid knowledge of recruiting, performance management, training and development, wage and hour law, benefits, compensation, EEO/AA guidelines, employee relations, and HR systems.
    • Ability to develop policies and procedures, and to effectively communicate all policies and procedures to University employees and departments.
    • Superior interpersonal communication skills with a proven ability to develop and maintain effective relationships with a variety of both internal and external constituents.
    • Experience as a successful facilitator in conflict resolution.
    • Experience designing and implementing successful staff development programs.
    • Demonstrated leadership ability with strong organizational and administrative skills with the ability to balance the daily operations of a Human Resources office with the strategic needs of the University.
    • A strong commitment to customer service, including a demonstrated record of fostering that commitment within HR teams and related work groups.

    Preferred Qualifications
    • Senior level experience leading a complex Human Resources environment.
    • Senior Professional in Human Resources (SPHR) Certification and/or Society for Human Resource Management-Senior Certified Professional (SHRM-SCP) Certification.
    • Experience working in public higher education or governmental entity including oversight of institutional compliance issues related to state and federal mandates.
    • Experience in overseeing HR information systems and related technologies.
    • Experience in collective bargaining negotiating.
    • Strong understanding of the strategic relationship between HR and the University's core business functions, overall business environment and the various levels that affect that organization's success.

    For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body).
