Top Laboratory Executive leads and directs the strategic design, management, and implementation of laboratory operations. Establishes and approves operating policies and procedures to guide the design of projects. Being a Top Laboratory Executive estimates the time and resources needed to complete projects. Orders and inspects materials and equipment and maintains detailed and accurate inventory of lab supplies. Additionally, Top Laboratory Executive manages costs by maintaining vendor relationships and implementing process improvements. Typically responsible for acquiring funding. Requires a master's degree. Typically reports to top management. The Top Laboratory Executive manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Top Laboratory Executive typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Position Summary:

    • Under the direction of the Laboratory Director.
    • Performs phlebotomy; prepares cytology specimens; processes specimens prior to analysis.
    • Performs collection of nasal and throat swabs.
    • Performs departmental clerical duties.
    • May perform registration functions prior to ordering laboratory tests.
    • Performs preventative maintenance on minor equipment; cleans glassware.
    • Participates in team activities and quality improvement.
    • Ensures that quality care is provided in an efficient and safe manner.
    • Demonstrates performance consistent with the mission, philosophy and goals of the organization.
    • Remains flexible to changing systems.
    • Treats staff, physicians, patients and families with consideration and respect.
    • Interprets data about the patient’s status in order to identify each patient’s age specific needs and provide the care needed by the patient group.
    • Fulfills other related responsibilities as assigned.
      • If trained to do so, assist in pathology with cover-slipping of samples, filing, and other related responsibilities when needed. 
    • Must work well under stress or tight deadlines.
    • Must work well with supervisors, co-workers, patients/residents, family members and visitors

    Essential Functions:

    Position Qualifications:

    • Licensure: Must possess a valid Certified Phlebotomy Technician I or II certificate issued by the State of California. 
    • Education: A minimum of a high-school diploma or equivalent.
    • Experience: Any combination of training, education, and work experience which demonstrates the ability to satisfactorily perform the responsibilities and duties of the position.
    • Skills/Abilities: Ability to establish and maintain effective working relationships with patients, coworkers, hospital and medical staff.  Must possess adequate phlebotomy skills for difficult adults, children, and newborns.  Ability to cope with stressful situations on a regular basis.  Ability to work without close supervision.  Ability to work rapidly while maintaining quality.  Ability to prioritize activities as appropriate.  Excellent verbal and written communication skills.   Exercises good judgment, demonstrates initiative, emotional stability, tact and poise.
