    Job Title: Cost Allocation Management Analyst 4 (MA4)
    Location: Olympia, WA -This position is fulltime/flexible/hybrid - The first 6 months the incumbent will be required to be in office daily for training.

    Salary: $5,479 - $7,368 Monthly
     
    We're looking for a Cost Allocation Management Analyst (MA4) to join our team to manage the federally required expenditure reports for assigned grants as well as provide senior-level management of the automated cost allocation plan, grants management activities, and cost allocation related to accounting procedures for DCYF. This position is also responsible for working closely with Program, Budget, and Accounting staff to ensure costs are appropriately allocated to available funding sources.

    The Opportunity:
    As a Cost Allocation Management 4 (MA4) you will be responsible for senior-level oversight over federal reimbursement dollars to ensure funding for applicable Child Welfare programs, Early Learning programs, and services for eligible children and families in Washington State.
     
    This position also provides professional senior-level analysis, technical and program support, and coordinates efforts across programs and grants staff to ensure accurate and timely filing of federal claims. Additionally, this position will ensure the accurate cost allocation and transfer of federal, proviso, and local funds meet the terms and conditions associated with federal law, grant requirements, state laws, and agency contract requirements.
     
    Some of what you will get to do:
    • Research, analyze, and monitor financial expenditures for assigned grants to ensure compliance with federal and state laws, regulations, and accounting principles. This includes analysis of agency expenditures for appropriateness to ensure federal draws are in compliance with the state's Cash Management Interest Agreement (CMIA), federal regulations, and grant terms and conditions.
    • Manage and maintain the automated cost allocation plan for assigned grants.
    • Complete federal reporting and federal claims for assigned grants within applicable federal systems. 
    • Establish and maintain account coding to ensure tracking of federal grants with the Assistance Listings Number (formerly CFDA number) for both revenue and expenditures.
      

    Required Qualifications:

    • A Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and four (4) years of relevant professional experience. Professional experience may substitute year for year for education but not for the credit hours.  

    In addition to those required qualifications, our ideal applicant will also have some or all of the following:
    • Knowledge of federal funding regulations, requirements, and procedures that relate to Title IV-E, Title IV-B, SSBG, TANF, CCDF, and Title XIX.
    • Knowledge of state rules, regulations, and laws.
    • Knowledge of the state legislative process and how it plays into an agency's budget and funding levels.
    • Advanced program management skills including working as a team to resolve problems effectively and efficiently to achieve the agency's goals and mission.
    • Knowledge of state and federal child welfare and child care policies and their impact on federal funding. Ability to interpret results of program funding evaluation via research and apply results to maximize federal funding.
    • Ability to effectively operate a personal computer and software such as Microsoft Office Suite.
