Long Range Planning Administrator

  • Under general direction of the Assistant Director, the Long Range Planning Administrator supervises and coordinates assigned planning section activities and operations within assigned planning unit;  directs and manages long-range planning activities for the City;  prepares and implements policies and programs relative to long-range planning administration; acts as project manager for sensitive and complex planning projects; coordinates assigned activities with other divisions, outside agencies and the general public; and assists the Assistant Director/Director as a senior resource person to planning staff. 
     
    Planning Administrator Classification Responsibilities:  Based on assignment this class may be responsible for initiating, coordinating, and managing the implementation of a wide variety of projects that may be related to land use/development, greenways, bicycle and pedestrian infrastructure and/or other related planning and development review activities.  Responsibilities may include but is not limited to the following:  functioning as the department's representative and central point of contact for project management activities for assigned unit; performing the full range of professional duties requiring the use of independent judgment and initiative in making decisions; providing technical expertise, guidance, and leadership; and supervising or overseeing a team of professionals, paraprofessionals or technicians.
    1. Responsible for administrative functions, and for managing/supervising assigned staff and long-range planning activities, including neighborhood and small area planning, demographic studies, annexations, long-range planning administration, and updates to the Comprehensive Pan.
    2. Oversee, train, motivate and evaluate assigned staff; work with employees to correct deficiencies; identify and resolve employee concerns and/or problems; direct work; complete employee performance evaluations; and make hiring, terminating and disciplinary decisions or recommendations.
    3. Develop, recommend and implement programs, policies, and plans relative to the long-term growth of the City.
    4. Develop, implement and participate in work plan for assigned unit to include assigning work activities, projects and programs, monitoring work flow; reviewing and evaluating work products, methods and procedures; working with staff to identify and resolve problems; and acting as technical and policy advisor to subordinate personnel within the assigned unit.
    5. Responsible for the fiscal aspects of the assigned unit, to include but not limited to, the development and administration of and overseeing the budget, performance measures, and managing consulting contracts and payments for work performed.
    6. Report and present data, trends, best practices, and professional recommendations to decision-making bodies of the City, including the Planning and Zoning Commission and the City Council.
    7. Respond to public inquiries and/or complaints and courteously provide information on a broad range of planning topics, in an efficient and timely manner.
    8. Manage the processing of development proposals related to long-range plan administration, including annexations, comprehensive plan amendments, and re-zonings.
    9. Manage, monitor, and report on the Planning & Zoning Commission's Plan of Work.
    10. Represent the Department as a planning expert in various public speaking engagements with community organizations, planning committees and media interviews as assigned and/or required.
    11. Perform other duties as assigned.
    Required:     
    Master's Degree in urban planning, urban design, architecture, land and property development, or related field, and five (5) years of experience in urban planning and two (2) years supervisor experience; or, an equivalent combination of education and experience. Texas Driver's License. Advanced knowledge of principles and practices of city planning as they pertain to urban development and zoning. Knowledge of operations, services and activities of an urban planning program including design review and zoning activities. Knowledge of municipal codes, zoning ordinance, general plan, uniform codes, subdivisions, etc. General knowledge of methods and techniques of research and analysis. Knowledge of pertinent federal, state, and local laws, codes, regulations. Excellent written and oral communication skills. Ability to establish and maintain effective working relationships with those contacted in the course of work
    AICP certification from the American Institute of Certified Planners. 
     
    Preferred:    
    Experience with complex municipal planning cases. Knowledge of municipal codes, ordinances, state statutes, application processing, scheduling, review procedures, and code compliance.
