As the principle executive of Southeastern Developmental Services, the Executive Director is hired directly by the Board of Directors and is the only staff person directly accountable to the board. The Executive Director is responsible for developing, implementing, and providing all resource management, personnel management, planning facilities management, program development and fiscal management of Southeastern Developmental Services within the limits of the policies and budgets established by the Board of Directors. The Executive Director will represent Southeastern Developmental Services to staff, local communities, state officials and other organizations as needed.

1. Develop and maintain organizational structure that effectively and efficiently provides program and support services.
2. Recruit, hire, train and discharge management staff positions.Review and approve all hires and discharges of non-management staff based on recommendations of management staff.
3. Development and implementation of a personnel compensation system that is based on the performance of each staff and tied to their position and to their contribution to Southeastern Developmental Services.
4. Delegate responsibility and offer support to management staff for the operation of the various facilities, programs and support services of Southeastern Developmental Services.
5. Ensure that the job description of each employee is current and make job assignments that utilize positions to the greatest advantage for the program.
6. Provide opportunities for the professional growth of staff members.
7. Provide opportunities for staff advancement when possible.
8. Administer the personnel policies of Southeastern Developmental Services.
Planning:
1. Ensure that the agency mission reflects current and long- range purpose of the agency.
2. Development and implementation of monitoring of all services.
3. Development, implementation of information systems to support the planning and budget process.
4. Responsible to keep the board informed and involved in the planning process through reports and other methods.
5. Responsible for internal and external distribution of the plan.
6. Responsible for internalization of the planning process to all levels of the organization.
Fiscal Management:
1. Provide for the thorough and accurate accounting system to secure all necessary information and controls for fiscal management.
2. Monitor the contract with the Department of Health Care Policy and Financing and implement changes needed to ensure compliance with the fiscal requirements for both state and Medicaid funds.
3. Preparation of the annual operating budget and Three Year Plan budget for submission to the Board of Directors.
4. Expend funds in conformance with the budget approved by the Board of Directors.
5. Initiate amendments to the annual operating budget, as needed, and obtain board approval or adjustments per approved policies.
6. Maintain awareness of grants and monitor applications for grants.
7. Preparation of external leases, budget requests and contracts.
Board of Directors:
Serve as liaison between Board of Directors and agency.
1. Work closely with the President, officers, and committees of the Board of Directors in all their functions. Responsible to attend all board meetings.
2. Bring to the attention of he board relevant information (i.e.., legislation) and develop positions that represent the interests of Southeastern Developmental Services for board review and approval.
3. Assist with identification and recruitment of board members.
4. In conjunction with the President, provide for orientation of all new board members and for ongoing training of members.
5. Report regularly on Southeastern Developmental Services programs and services.
6. Provide routine and comprehensive fiscal and planning information to the board at regular meetings of the board.
7. Provide other professional staff assistance as desired by the board upon request of the board.
Community Relations/Public Relations:
The Executive Director is responsible for conducting an active program of community relations and public relations by:
1. Ensuring representation of Southeastern Developmental Services and its interest occurs with the state government especially the Department of Health Care Policy and Financing.
2. Representing or providing representation of Southeastern Developmental Services at community functions and arranging for board member representation where appropriate.
3. Maintaining appropriate liaison with representatives from all interested individuals and organizations in order to obtain their cooperation and to inform them of the needs and programs of Southeastern Developmental Services.
4. Work with ad support the efforts of other Human Service and local government agencies, and local businesses including Chamber of Commerce where there are benefits for persons receiving or needing services from Southeastern Developmental Services.
5. Ensure that all marketing materials are up-dated and revised in order to represent Southeastern Developmental Services to the general public in a way that ensures services to persons with or at risk Developmental disabilities continues.
Other Duties:
Maintain familiarity with all applicable regulations and seek accord with them and keep the board informed of problems in implementing them.
