    Please Note: The starting salary offer will be determined based on the successful candidates’ qualifications within the budgeted salary range of $130,000– $155,000 annually. However, there is ability for longevity growth and progression in salary for the individual once employed.

    What this job is about:
    As the Serve Washington Executive Director, you'll serve as the primary advisor on national service investments and in promoting service and volunteerism. This includes developing effective strategies to build vibrant and caring communities throughout Washington state, while building on our OFM mission, vision and culture. This unique position must work effectively with the federal agency, members of Congress and their staff, local elected officials, subgrantees in the nonprofit and local government sectors, volunteers, and community members to build and sustain an effective volunteer ecosystem.

    We are looking for someone with knowledge of the laws, regulations and provisions which govern the federal funding awarded to the state commission to ensure it and its subgrantees are fully compliant. In this role, you'll be responsible for making strategic recommendations to members of the Governor-appointed commission concerning the selection of subgrantees and geographic placement of national service investments and in meeting the intent established by Executive Order 16-08 (Download PDF reader).

    Duties

    What you’ll do:
    Provide overall strategic responsibility for Serve Washington’s staff, programs, expansion, and execution of its mission.
    • Lead effective management of grants and subgrants; provide oversight of commission funds, including Commission Support Grant, Commission Investment Fund, program development grants, Volunteer Generation Fund (VGF), grants supporting CERT, and other fund sources per the Office of Management and Budget (OMB) uniform guidance, and to effectively manage federal resources and minimize unexpended funds.
    • Represent at regional and national convenings; build partnerships with members of Congress, local elected officials, potential funders, and policymakers to demonstrate the impact of national service.

    Comply with
    federal requirements pertaining to State Commissions on National and Community Service outlined at 42
    U.S.C. § 12638.
    • Support a twenty-member Governor-appointed commission, ensure commission composition meets federal requirements; coordinate with the Governor's Boards and Commission staff on recommending applicants to serve as commissioners and carry out the work of the commission.
    • Use broad-based community input and consultation to develop the three-year state service plan to guide and shape national service and volunteer infrastructure investments in Washington state.
    • Responsible for collaborative efforts across service streams in Washington to support collaboration around recruitment, public awareness, and training activities, while also providing recommendations to the federal agency with respect to priorities for programs receiving assistance under the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4950 et seq.) or VISTA and AmeriCorps Senior/Senor Corps programs.
    • Lead staff to center diverse voices and community input to develop goals within grant making, program oversight and initiatives to engage Washingtonians in service and volunteer efforts to support diversity, equity, inclusion and belonging.

    Seek
    additional sources of non-federal funds, especially private funds, to meet matching requirements and build upon existing service initiatives.
    • Determine additional needs to eliminate socio-economic barriers for individuals and groups of people that historically have had challenges accessing or participating in national service and volunteering to increase equitable access to national service and volunteerism.

    Identify
    existing and new policies or practices that lead to the expansion of national service opportunities in Washington state and support federal programs and efforts that expand national service.
    • Oversee the gathering of broad stakeholder input related to national service and community-based volunteerism to identify barriers and strengthen efforts for the commission to lead.

    Provide the leadership and vision, alongside local volunteer organizations, civic and community groups, and units of government, to make service a part of the lives of all Washingtonians.
    • Partner with service leaders including America’s Service Commissions, Service Year Alliance, and others to support Washington’s involvement in innovative opportunities and systems development, support, and advocacy.

    Participate on the OFM management team leading policy and workplace culture initiatives alongside management team peers.

    Qualifications

    Required Qualifications:

    • Five (5) years of high-level national service grant administration and leadership experience in nonprofit management, program management and/or grants management experience in either the public, private, or non-profit sector.
    • Three (3) years of supervising professional-level staff and managing teams to create a respectful and inclusive organizational culture that ensures high standards of quality management, integrity of operations and team values.
    • Experience in major fund development efforts: developing, analyzing, and/or implementing public policies; managing or coordinating government programs; performing program research and analysis; analyzing proposed legislation, etc.
    Desired Qualifications:
    • Bachelor’s degree in public administration, non-profit management, program management and/or grants management.
    • Knowledge of the National and Community Service Act of 1990, as amended by the Serve America Act, (42 U.S.C. 12501 et seq.) and the implementing regulations at 45 CFR Chapter XXV.
    • Alumni of AmeriCorps or Peace Corps.
    • Experience as a program director within the AmeriCorps portfolio.
    • Experience with the following:
      • Working with nonprofit organizations, including faith-based and other grassroots community organizations, and/or other social service sector organizations.
      • Managing complex federal grants.
      • Legislative funding requests – either federal or state.
      • Conducting a grant applications process.
      • Change management.
    • Effective in building cross program collaboration.
    • Ability to and confidence in working with senior executives and elected officials.
    • Techniques to translate broad initiatives or policies into value propositions that all can understand.
    Special Requirements:
    • Position is eligible for a telework/hybrid schedule. In-state and out of state travel is required for this position, up to 25% of the time.
    • This position works a standard work week, but may also work evenings, weekends, and overtime hours to accommodate activities such as Board meetings and representing the organization at public events. A flexible work schedule is available with supervisor approval.
    • May be required to undergo a national service criminal history check depending on fund source.
