    The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission and its Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. This position serves as the advisor to OCIO management for human resource, customer relations, and performance management matters.

    • Develops policies, processes, and procedures pertaining to customer service administration.
    • Provides recommendations in situations where guidelines and procedures do not exist and where there are differences of opinion and approaches among organization stakeholders.
    • Evaluates existing OCIO customer needs to advocate and champion OCIO business and strategic goals.
    • Provides direction and guidance in articulating technological and environmental priorities and pain points to the OCIO internal and external customer base.
    • Serves as the key liaison and provides counsel to managers on issues regarding effective performance management programs for employees.
    • Maintains and monitors employee records, promotions, quality step increase recommendations, awards, corrective actions, employee development, training, counseling or termination of employees.
    • Helps managers rate and reward employee performance by coordinating with other teams and supervisors to maintain supporting documentation.
    • Helps with the employee reward programs and annual awards.
    • Assists the HR staff in finding solutions to recruitment and selection problems arising from changes in work or environment which impacts jobs and employees.
    • Maintains close and continuing communication with management providing technical advice regarding HRC Employee and Labor Relations (ER/LR) activities, helps managers and HR staff with workforce planning and analysis, and related legal and regulatory requirements.
    • Performs other duties as assigned.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    Examples of qualifying specialized experience for GS-13 includes:
    • Applying a diverse range of qualitative and quantitative methods to assess and enhance program effectiveness, improve management processes, and develop policy in areas such as contract administration, finance, and information management.
    • Experience in analyzing and evaluating administrative functions and developing work processes or procedures which enhances functional areas such as staffing needs and the procurement of supplies and equipment.
    • Experience applying administrative principles, practices, and policies to complete a variety of administrative assignments and projects that have nation-wide implications.
    • Communicating with internal and external customers to assess their needs and recommend solutions in support of business and strategic goals and share clear and thorough business communications with them.
    • Preparing project documents and reports for management, documenting and analyzing findings and recommendations to inform potential administrative changes or new programs.
