  • Florida Association of Court Clerks and Comptrollers/CiviTek Solutions, located in Tallahassee, Florida, is actively recruiting for a Senior Government Relations and Regulatory Affairs Analyst.

    Florida Association of Court Clerks & Comptrollers is a statewide, non-profit member association. The association is comprised of the Florida Clerks of the Circuit Court and Comptrollers. FACC Services Group, LLC, dba CiviTek Solutions was established in 1991 to provide financial and technical services for the Clerks of Circuit Court and Comptrollers of the State of Florida. CiviTek is a wholly-owned subsidiary of the Florida Association of Court Clerks, Inc. (FCCC). 

    The Senior Government Relations and Regulatory Affairs Analyst is responsible for supporting legislative services, best practices, and advocacy programs. Monitors and analyzes legislative activities, court or agency rules, and new policies established by federal, State and local governments, agencies, and courts for the Association and Clerks of Court. Specific responsibilities of the position are detailed below. 

    Starting salary is $65,000.

    Relocation assistance and sponsorship are not available. 

    Essential Duties and Responsibilities: 

     

    • Work directly with the Director of Government Relations and General Counsel to review, monitor, and analyze filed legislation, court, and agency rules to determine operational impact to the Association and offices of Florida’s Court Clerks and Comptrollers; Review and provide action items and recommendations on amendments to filed legislation or court or agency rules; 

     

    • Support the Association’s in-house Government Relations team through drafting of legislation, amendments, and bill analysis requests and provide support to the association, as needed, on comments to other court or agency rules; 

     

    • Provide legal research to the Director of Government Relations and other Association departments, as needed;  Coordinate with the Government Relations team on the overview and implementation schedule of bills of impact to Court Clerks and Comptrollers to ensure compliance statewide;  

     

    • Serve as staff support to the Association’s Legislative and Best Practices committees and associated workgroups and, as needed, to other committees and workgroups established by the Association’s governance structure. Assist with statewide training needs for Clerk operational issues stemming from new or amended legislation, court, or agency rules, and assist in developing and facilitating training curriculum. 

     

    • Conduct legal research, analysis, and formulation of reports, talk sheets, PowerPoint and other types of presentations, and any other materials necessary to the Clerks’ and Association’s legislative agenda. 

     

    • Serve or assist on committees and task forces both internal and external to the Association.  Edit and develop outgoing documents, communications, etc., as needed. 

     

     

    Knowledge, Skills and Abilities Required: 

     

    Practical knowledge of federal, State, and local government organizations and functions. Legal background, familiarity with the state’s legislative, rule-making, and judicial process and structure strongly preferred. 

     

    Must have excellent written, verbal, communication, and editing skills, and be able to manage time effectively. 

     

    Ability to understand and interpret constitutional provisions, statutes, administrative rules, and legal precedents. Ability to draft proposed legislative bill language, agency rules, and amendments. Ability to organize large amounts of information and keep accurate records. Ability to do research and data analysis. Ability to think analytically and have negotiation skills. Ability to maintain composure and work cooperatively under pressure on a daily basis with legislators, legislative and agency staff, and the public. Ability to work objectively and impartially with members of all political parties and on all policy issues.  


    Ability and willingness to work an extended schedule and extra hours with little or no advance notice. 


    The position requires online research using online databases (LobbyToolsStateNet, Legislative data bases and national research tools). The position requires developing research surveys and analysis of the results. Training for these programs will be provided. 


    Education and Experience Required: 

     

    An advanced degree in Law, Public Administration, Political Science, Business Administration or related field, and at least 3 years of public administration, legislative, or legal experience. Legal background, familiarity with the state’s legislative, rule-making, and judicial process and structure strongly preferred.
