    Description

    GENERAL FUNCTION:
    The Youth Development Program Executive is responsible for the overall leadership of childcare and youth development programs provided by the Olympic Peninsula YMCA, which are in Jefferson County, Sequim and Port Angeles. This position oversees the development, implementation, and administration of high-quality youth development and childcare programs including supervision, compliance, budgeting, community relationships, collaborations, and long-range planning. The Youth Development Program Executive will oversee the operations of licensed childcare, youth enrichment programs, break camps, summer day camps, and overnight camps.

    MINIMUM REQUIREMENTS:

    • Be 21 years of age or older
    • Have a high school diploma or equivalent
    • Have two years experience in management, supervision, or leadership
    • Have planning, coordination, and supervisory skills to implement high quality, developmentally appropriate programs
    • Experience with program development and budget management
    • Strong administrative and computer skills, including working with Microsoft Office suite, program and operating software, and internet applications
    • Ability to process and problem solve complex registration processes
    • Ability to relate well and communicate effectively to a diverse group of individuals, in all circumstances
    • Ability to respond to safety and emergency situations
    • Requires personal transportation to allow periodic visits to remote program sites


    ADDITIONAL REQUIREMENTS BASED ON WACs:

    • Have a minimum of forty-five college credits (or thirty college credits and one hundred fifty training hours) in approved school-age credits as specified in the Washington state guidelines for determining related degree and approved credits; and
    • Have completed basic STARS training or possess an exemption
    • By employment date, have a TB test as required under WAC 170-297-1750
    • By employment date, sign up with the Department of Early Learnings MERIT registry and apply for Portable Background Check through MERIT
    • Satisfactory results from criminal background check, as required under chapter 170-06 WAC;
    • Have current CPR and first-aid certification as required under WAC 170-297-1825
    • Complete HIV/AIDS training and annual bloodborne pathogens training as required under WAC 170-297- 1850


    AREAS OF RESPONSIBILITY:

    • Attends a department orientation within six months of employment or assuming the position
    • Fulfills all state licensing requirements and trainings for childcare director level staff
    • Ensures the implementation of age-appropriate programs
    • Establishes and oversees a continuous improvement plan to ensure a high quality social-emotional-learning environment
    • Oversees effective communication with parents
    • Ensures compliance with DCYF licensing regulations including
      documentation of attendance, absentees, and emergency information on each child emergency procedures appropriate to the site and in conformity with Department of Children, Youth and Families (DCYF) regulations up to date child and staff records
    • Oversees association-wide childcare financial performance, monitors branch childcare financials, updates monthly forecast and works with Billing Specialist to ensure accurate, timely billing and receipt of DSHS and DCYF and all member accounts
    • Assists in recruitment, on-going training, development, and evaluation of youth development and childcare staff
    • Establishes new program activities and expands program(s) within the community in accordance with the Association and branch strategic plans
    • Oversees tracking and documentation of program statistics and provides data and reports as required for assigned program(s). Monitor and evaluate the effectiveness of and participation in program(s)
    • Ensures that safety procedures are followed and that all programs follow YMCA standards, all relevant regulations, and other applicable standards
    • Ensures high quality programs through innovative program development, evaluations, and ongoing training of staff
    • Works with Branch Executives and Marketing & Communications Coordinator to develop, produce and distribute information to promote participation
    • Develops the budget for assigned area(s), establishes youth development and childcare budget guidelines, reviews branch youth development and childcare budgets, and meets budget development timelines outlined by Finance Director
    • Ensures upkeep of related facilities and equipment
    • Ensures records of staff trainings and certifications are current and complete
    • Provides leadership for all youth development and childcare in-service trainings and meetings, and collaborates with other leadership staff as needed
    • Attends staff meetings and training as required and complete all required on-line trainings which includes child abuse prevention training within 7 days of hire
    • Upholds YMCA policies for safety, supervision, mandated reporting, and risk management. Adheres to policies related to boundaries with youths


    ADDITIONAL EXPECTATIONS AND DUTIES:

    • Reports suspicious or inappropriate behaviors and policy violations in accordance to mandated reporting requirements
    • Accurately and timely track vendor receipts to reconcile monthly credit card statements
    • Responsible for general housekeeping tasks to ensure workspace is always clean
    • Submits hours worked accurately on electronic time card, within timelines for supervisor approval
    • Accurately approve assigned time cards in required time frame
    • Passion for high standards and believes in the YMCA mission of youth development, healthy living and social responsibility
    • Flexible schedule needed as on occasion may need to work evenings and/or weekends
    • Other duties as assigned by supervisor

    Driving record which meets or exceeds YMCA standards, driver records request will be submitted

    WORKING CONDITIONS:
    ENVIRONMENT

    • Office/gym/classroom environment with occasional interruptions
    • The noise level in the work environment is usually moderate
    • Evening and/or early morning, and/or weekend hours required periodically
    • Occasional travel required

    Qualifications


    A flexible schedule will be needed for this association level position. Typical work week is Monday - Friday but occasional night and weekend events will be scheduled, with notice. Traveling to Jefferson County, Sequim and Port Angeles will be required as will the availability to attend summer, residential camps.
