Operating from its brand-new facility in Marion, Texas, located approximately 30 miles northeast of San Antonio and 60 miles southwest of Austin, the Green Valley Special Utility District (GVSUD) provides potable water and wastewater services to its customers across 120 square miles in Bexar, Comal, and Guadalupe counties. The GVSUD has 17,499 connections for a population of approximately 46,000. GVSUD is managed by a dedicated seven-member Board of Directors elected by qualified voters within the district.
Green Valley Special Utility District is under the direct supervision and leadership of the General Manager who is employed by and reports to the Board of Directors. The General Manager assists in developing Board policies, rules, and regulations, and is responsible for the annual budget, which is $24.4M in FY2024. The General Manager is responsible for the implementation of policies and procedures and overseeing the District’s operations and a staff of 52 full-time employees.
LEADERSHIP OPPORTUNITIES
Strategic Planning and Operational Oversight. The General Manager will have the opportunity to spearhead the development of a comprehensive strategic plan, outlining GVSUD’s trajectory for the next five to ten years and serving as a roadmap for sustainable growth and operational excellence. The General Manager will play a pivotal role in managing substantial growth projections, estimated at approximately 40% over the next three to five years.
Resource Management and Infrastructure Development. In addition to managing ongoing growth, the General Manager will be tasked with identifying and securing alternative water resources through strategic partnerships with other entities to ensure the long-term sustainability and resilience of GVSUD’s water supply. Furthermore, the General Manager will oversee the expansion of the Santa Clara wastewater treatment plant to accommodate the increasing demand.
Operational Excellence and Workload Management. Achieving and maintaining operational excellence is a central pillar of the General Manager's role. The General Manager will lead by example, promoting a culture of transparency, accountability, and continuous improvement throughout the organization by identifying areas for streamlining processes, enhancing productivity, and maximizing resource utilization. Furthermore, the General Manager will implement strategies to effectively manage personnel and workload balance, ensuring that staff members are empowered to perform at their best.
The starting salary for this position will be $150,000 - $175,000. The GVSUD offers a benefits package to include a company vehicle and cell phone, health insurance, dental, vision, short term disability, $100,000 Life & AD&D insurance, and medical transport solutions coverage for ambulance or air ambulance. GVSUD contributes $800 monthly to the premium of employee’s selected plan. Relocation assistance is available.
This position requires a Bachelor’s Degree in Business, Management, Public Administration, Engineering, or a related field from an institution accredited by a nationally recognized agency; Master’s Degree preferred.
Extensive experience overseeing Water and Wastewater Operations, along with a minimum of 10 years of executive or senior-level management experience directing organizations of a comparable size in technical planning and operations is required.
Ten years of professional supervisory and leadership experience, ideally within a utility district or municipal public works setting, is preferred. A valid Class "C" Texas Driver's License or the ability to obtain one is required. The hired candidate must successfully pass a background check and drug test.
