    The Executive Director performs highly responsible administrative and supervisory work in planning, organizing, and directing the general operation of the office of Planning and Zoning, including being the chief administrator for the Plan Commission, Board of Zoning Appeals, and the floodplain administrator for the unincorporated portions of Clark County.


    The successful candidate is responsible for developing and implementing policies and procedures (self-created or via Plan Commission directive) related to Zoning ode and Floodplain. Ordinance administration, and the-planning, development, administration, and implementation of the County Comprehensive Plan, Zoning Ordinance, Subdivision Control Ordinance, and Floodplain Ordinance. Duties include developing short and long-range-goals and objectives, developing and implementing goals and objectives to implement the County Comprehensive Plan initiatives, The employee serves as an advisor to the Plan commission, Board of Zoning Appeals, other County departments when needed, the public and the County Commissioners on county planning and division activities and acts as technical advisor to the Plan Commission and Board of Zoning Appeals. The Executive Director is also responsible for overseeing and preparation of the Department budget, and for directing professional and support staff engaged in reviewing and analyzing project proposals, plan drafts, revisions, and additions to land use controls, and other factors involved in planning, controlling, and regulation County development.


    This position is also responsible for the interpretation of, and updates -to, the Zoning Ordinance, Subdivision Control Ordinance, and Floodplain Ordinance as required for implementation of the adopted Comprehensive Plan, Town of Borden's Comprehensive Plan, and County initiatives. The Executive Director plays a dual role as the County Floodplain Administrator and is expected to update, administer, and enforce the Floodplain Ordinance, which includes creating and maintaining all records, elevation certificates, and LOMA, LOMR, and all other approvals and permits from DNR and FEMA.


    The employee is also responsible for maintaining the County GIS system (Elevate) per the parameters of the Planning and Zoning office. - This includes creating and editing addresses and zoning for parcels, as well-as continuous communication with the Elevate support staff (39 Degrees North)5 Clark County 911, County Assessor, County Auditor, and the Postmaster for Jeffersonville. The Executive Director also assists the IT department. in updating and maintaining the Planning and Zoning webpage.


    The incumbent is expected to exercise initiative and considerable professional judgement, discretion, and independence of actions in accomplishing department objectives and is held responsible for the effectiveness of department operations, - as well as staff supervision. Work requires a high degree of written communication skills, and the ability to work with County staff, State staff, Federal staff, the public and other departments, and work groups within the County.

    Distinguishing Features: This position- is an at will position and. considered FLSA exempt. Work is performed under the general direction of the Clark County Plan Commission and is- reviewed through the evaluation of Conferences, meetings, reports, and a yearly employee performance review. In the event of an emergency (example: natural disaster), this position (or acting Executive Director) is afforded the right to make financial decisions, not to exceed $ 10,000, once approval has been given by the President, Vice or Commissioner member of the Plan Commission, the duties described are not to be construed as exclusive or all-inclusive.

    QUALIFICATIONS

    Recommended Minimum Qualifications Required. A Bachelor's degree is highly recommended from an accredited college or university. Five to seven years of progressively responsible administrative and supervisory experience of a large multi-functional organization or equivalent experience is required.

    Special Requirements: Must possess a valid state driver's license by hire date.

    Preferred/Desirable Qualifications: A Bachelor's degree in Regional- Planning, Public or Business Administration or a closely related field. Certification and membership in the American Planners Association (APA), International Code Council (ICC must be a Permit Technician and/or Legal Module), and/or the American Institute of Certified Planners (AICP). A Certified Floodplain Manager (CFM) certification from the Association of State Floodplain Managers (ASFPM) is also highly desirable. Experience including regulatory requirements of the land entitlement process and interpretations and applications of zoning code requirements as they relate to overall land and infrastructure standards.




    ESSENTIAL FUNCTIONS:

    Communication: Communicates with the Plan Commission, Board of Zoning Appeals, County Commissioners, other County employees, business owner, developers, other communities, agencies, and jurisdictions, including the County Health Department, IDI•IS} DNR, and FEMA, public forums, advisory boards, County officials, attorneys, and the general public in order to effectively inform and advise on development policies, short- and long-range municipal plans, and other aspects of community planning, development, zoning, and land use, Prepares correspondence, detailed analytical documents, staff reports, budget reports, permit reports, and technical documents in order to communicate department activities, analyze, describe, and present various planning and/or development related subjects, and recommend alternatives. Provides strong leadership including verbal and written process direction to Planning staff in collaboration with other County work groups and/or departments. Ability to convey or exchange technical, financial, and administrative information in a private and/or public setting to communicate policy, procedure, budgetary, and zoning information clearly and effectively.

    Physical: Attends meetings of the Plan Commission, Board of Zoning Appeals, County C01nmis8ioners, advisory boards, and civic groups and makes presentations regarding development, administration, and implementation of the County's planning program. Reviews work product* of others to ensure compliance with standard operating procedures, zoning participates related to written and/or graphic work, Participates in local and/or regional planning workshops and seminars, Operates a motor vehicle requiring a standard state driver's license to visit various sites for on„8ite inspections, develop1nent8, compliance with zoning requirements, petitions for the Plan Commission and Board of Zoning Appeals, and attends meetings throughout the area.

    Comprehensive: Plans and directs activities of the Planning and Zoning Department Supervises and evaluates the work (example: technical planning work, policy analysis, review of development proposals, maintenance and updating of statistical inventories, GIS, preparation of public information reports, coordination of citizen advisory boards, Plan Commission reports) of subordinate personnel to ensure compliance with County Policies, Prioritizes and assigns work to personnel and prioritizes own work, Resolves procedural and operational work-related problems by coordinating staff meetings and providing appropriate direction to staff Coordinates program functions and municipal development policies with other County departments, other cities and towns. Develops departmental policies and procedures, title Zoning, Subdivision Control and Floodplain Ordinances, County Comprehensive Plan, short. and long-term objectives, and municipal regulations relating to zoning and land use, conducts research and analyzes data to implement municipal and community development objectives and coordinates subordinate staff activities, Prepares departmental budget more effectively. Comprehends and makes inferences from written manuals (example: state legislation, regional reports, census reports, and various planning reports) to monitor regional and national development trends for impact on Clark County,

    Knowledge Based: H98 considerable knowledge of the theory* principles, and techniques of the planning profession and development process, as well as the policies, procedures, and activities of the County. Hag considerable knowledge of federal, state, and local laws, ordinances, and codes pertaining to a wide variety of planning and zoning topics and floodplain Management. Extensive knowledge of computer applications, including MS Office, Publisher, Adobe, Nuance conversion programs, Internet applications, and GIS. Requires the ability to learn and understand complex princip108 and techniques, to make independent judgement, and to acquire knowledge of topics related to the job of Executive Director,

    Skills: Effective and persuasive leadership comfortable with all levels of staff, public, and others. Proven management skills and ability to manage day-to-day operations. Strong written and oral communication skills, including drafting, editing, oversight, or preparation of ordinances, technical reports, and the presentation of information to government entities and various other committees. Strong organizational skills, Ability to understand and manage high-profile, sensitive, or controversial political situations (Including media involvement). Strong problem-solving and negotiation skills. Translate policies, goals, and objectives into developmental regulations and interpret ordinances and codes, policies, procedures, and regulations. Organize and present facts, evidence, and precedent in a clear and logical form. Effectively use electronic media (example; email, Internet search engines, etc.,) in carrying out duties and in communicating. Direct and advise on changes to promote compliance with County policies and regulations. Coordinate the content of information presented to the Plan Commission, Board of Zoning Appeals, Commissioners, and advisory boards. Comprehend community growth patterns, trends in land use, community needs, and other factors in formulation recommendations for promoting sustainable community development. Establish and maintain working relationships with staff, government officials, State offices, Federal offices, advisory boards, and the public on local and regional issues.
