Top Training Executive leads the development and implementation of all aspects of an organization's training programs, policies, and objectives to develop and maintain an effective workforce. Collaborates with functional management teams to assess training and development needs as well as to gauge the effectiveness of established programs. Being a Top Training Executive develops a strategic plan to implement an efficient and responsive training services team and relevant programs. Reviews new training techniques and suggests enhancements to existing training programs. Additionally, Top Training Executive oversees relationship with vendors to ensure outside training programs are effective and provide a good return on investment. May lead or contribute to a succession planning process. Requires a bachelor's degree. Typically reports to top human resources management.     Position Overview

    The Division of Family and Community Services is seeking to hire an Executive I to serve as an Employment & Training Coordinator for the East St Louis Office. The position organizes, plans, executes, controls, and evaluates employment and training programs for Family and Community Services. Directs and updates activity in making and tracking referrals for clients, and reviews progress of participation. Establishes and maintains relationships with local employers and employment contractors. Markets the Employment and Training Program in the assigned geographical area.

     

    Job Responsibilities

    1. Serves as an Employment & Training Coordinator.
    2. Develops positive communication and relationships with local employers and training resources, both those with Department of Human Services (DHS) contracts and those outside the contractual relationships.
    3. Directs, guides, and assists local Family and Community Resource Center (FCRC) staff on the completion of appropriate action(s) on returned referrals, progress reports, attendance sheets, and budgeting earned income received from contractors to assure that all appropriate action is taken with clients who do not participate in accordance with their responsibility or service plan/employability plan.
    4. Organizes community-wide events allowing clients and employment and training resources to meet and identify opportunities for relations that enhance employment and training activity.
    5. Monitors and assists staff in maintaining the mandated federal participation rate for core activities of the cash programs.
    6. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

     

    Minimum Qualifications

    1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
    2. Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

     

    Preferred Qualifications

    1. Three (3) years of professional experience working with federal cash programs.
    2. Three (3) years of professional experience in a public assistance eligibility system such as Integrated Eligibility Systems (IES).
    3. Three (3) years of professional experience making and tracking client referrals to employment contractors for a public or private organization.
    4. Three (3) years of professional experience in effective, collaborative communication (orally and written) to internal and external entities.
    5. Two (2) years of professional experience working on the completion of action(s) taken with contractors who do not participate in accordance with their responsibility or service plan/employability plan.
    6. Two (2) years of professional experience planning, controlling, and implementing trainings, events, and retreats for a public or private organization.

     

    Work Hours:  Mon - Fri, 8:30am - 5:00pm
