    The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pinellas County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its efforts and its vision To be the Healthiest State in the Nation.     The incumbent, an employee of the Florida Department of Health in Pinellas County, represents the agency and its mission and values. The incumbent is part of the global public health organization and is expected to promote cooperation, courtesy, and teamwork in a diverse environment. The incumbent serves in the Office of Performance & Quality Improvement and is responsible to perform functions requiring independent judgment and maintain positive working relationships with all agency divisions as follows:


    Supports agency Performance Management and Quality Improvement functions

    • Leads the agency Performance Management Council (PMC)
    • Implements QI tools and techniques to support divisions and programs in their unique goals and objectives and other performance measures as needed.
    • Engages DOH staff in QI Projects; serves as the QI Liaison and subject matter expert on QI projects for the agency
    • Develops and maintains performance monitoring dashboard for agency.
    • Collects, analyzes, and maintains data and information related to agency performance measures.
    • Provides technical assistance for PMC members, agency divisions, and programs.
    • Continuously monitors agency performance, including strategic plan and CHD performance snapshot, identifies opportunities for improvement, and proposes and monitors corrective action.
    • Ensures overall strategic and performance management efforts are aligned to and from agency and individual employee level.
    • Serves on the regional PMQI Consortia

    Leads the development of the agency Strategic Implementation Plan and Performance Management and Quality Improvement Plan

    • Tracks and monitors updates provided by central office related to assigned plans
    • Ensures all required updates are completed timely and keeps leadership informed of changes in requirements
    • Engages PMC in the initial development, annual update, and development of the annual progress reports of plans and shares results
    • Ensures assigned plans meet guidelines needed for Public Health Accreditation Board standards

    Supports agency public health accreditation planning and reporting activities.

    • Assists the program manager with planning and preparing for public health reaccreditation
    • Serves as a back up to the program manager to assist DOH staff with preparing for reaccreditation

    Other duties as assigned. Provides back up to other members of the Community Health and Performance Management Division, this may include CHIP monitoring and activities; meets annual training requirements and attends training to promote professional and personal growth; completes timesheets and EARS in a timely and accurate fashion.


    Knowledge, skills and abilities, Knowledge of the methods of data collection and analysis. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices. Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to communicate effectively both verbally and in writing. Ability to independently plan, organize, and coordinate work assignments. Ability to establish and maintain effective working relationships both internally and with community partners. Working knowledge of MS Office software including Word, Excel, and PowerPoint. Demonstrated use of SPSS or other statistical software. Ability to develop methods for monitoring and evaluating quality of services.


    Qualifications:

    Minimum - Incumbent must have a Bachelor's degree in public health, health care administration, or a related field.


    Preferred - Master's degree in public health, health care administration, or a related field. 1-5 years of public health experience. Previous performance management, quality improvement, or strategic planning experience.
