Traffic Clerk, Sr. provides administrative and clerical support to the traffic operations function of an organization. Responsible for all aspects of routing, shipping, logging, and tracking of inbound and outbound orders. Being a Traffic Clerk, Sr. contacts transporters for freight pick-up and ensures that cargo is routed appropriately. Communicates changes to routing and timelines. Additionally, Traffic Clerk, Sr. prepares and processes bills of lading (BOL) and other shipping documentation. Requires a high school diploma or equivalent. Typically reports to a supervisor. The Traffic Clerk, Sr. works independently within established procedures associated with the specific job function. Has gained proficiency in multiple competencies relevant to the job.     The Washington Traffic Safety Commission (WTSC) offers flexible schedules and telework options for most positions. This position has a requirement to be physically in the office a minimum of two days per week. The position(s) is located in Olympia, Washington.

    What you will be doing:
    This position provides administrative, logistical, and technical support services to the Programs and Services Division and administrative support to some members of the Executive Team. This position is responsible for assisting higher-level staff in the management of specialized components of statewide traffic safety programs, including planning and coordination for select statewide advisory boards and committees.

    Duties



    Some of what you’ll enjoy doing includes the following – note that many of these tasks are specific to this work and we don’t require prior experience doing these in order to apply:


    • Assist higher-level staff by managing components of state and federal grant programs, statewide advisory boards, and special projects.
    • Assist Program Managers in the development of budgets, monitor and control budgets and expenditures from grant contracts, and assist in establishing financial goals and target dates.
    • Manage information and FAQs related to grants on the agency website.
    • Assist with procurements for contracted services for federal grant opportunities, including drafting RFPs, RFAs, and RFQQs in accordance with state regulations. Participate in application scoring and interview panels, contribute to pre-work conferences and contract negotiations.
    • Provide administrative support to agency Executive Team members, including the Program Director, Administrative Services Director, and Research Director.
    • Support steering and/or planning committees in coordination and execution of statewide conferences, stakeholder meetings, and other agency events.
    • Schedule planning meetings.
    • Manage schedules and Outlook calendars, schedule meetings, and coordinate travel arrangements for program managers and executive managers.
    • Coordinate and ensure the successful implementation of the biennial WTSC Traffic Safety Conference involving national and international attendees as well as Drug Recognition Experts, Law Enforcement Liaisons, Target Zero Managers, and Traffic Safety Resource Prosecutors.
    • Ensure front office coverage in coordination with other administrative staff.
    • Prepare, edit, and proofread agency reports, correspondence, RFPs, etc.
    • Assist in the coordination, searching, and processing of public records requests.
    • Provide back-up administrative support for the Agency Director.
    • Provide back-up support for Administrative Services Director and ensure coverage and coordination of quarterly Commission meetings.

    Qualifications



    REQUIRED:
    Bachelor’s degree
    AND
    Two years of experience including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government.
    OR
    Two years of other relevant experience may be accepted for education and/or experience.

    NOTE: Years of relevant work experience may substitute year-for-year for the required education.
    AND


    • Strong written and verbal communication skills.
    • Ability to multi-task.
    • Ability to interpret information.
    • Excellent interpersonal skills.
    • Experience with meeting coordination and preparation of minutes.
    • Experience with Microsoft 365.
    • Ability to travel to meeting and event locations in-state and out-of-state, internal and external venues, transporting meeting materials, setting up meeting rooms, etc.
    • Attention to detail and extensive editing and proofreading skills are essential.
    **Travel and overnight stays are required for this position. You may be required to set up meeting rooms and registration desks, transport materials (meeting supplies, equipment including computers, projectors, small printers, etc.) and arrange audio/visual, food, and beverages at meeting sites.

    DESIRED/FAVORABLE:
    • Experience in a state role that involved providing administrative support.
    • Knowledge of state government organization, the Legislature, legislative process, procurement procedures, and administrative procedures.
    • Knowledge and experience with archival procedures and the State Records Center.
    • Knowledge of Public Records Act.
    • Experience with conference planning from securing the hotel through final billing of the event.
    • Negotiation skills with respect to hotel contracts.
    • Familiarity and/or experience with federal grants.
    • Knowledge of state policies and guidelines, particularly state travel regulations (SAAM).
    • Familiarity with Travel Expense Management System (TEMS).
    • Experience with legislative bill tracking.
