Traffic Director leads and directs the traffic department to efficiently and safely move materials and products to designated destinations. Develops and maintains transportation and distribution procedures to maximize delivery efficiency and minimize delivery costs. Being a Traffic Director evaluates and selects appropriate transportation carriers and routes. Resolves delivery issues for both internal and external customers. Additionally, Traffic Director monitors, analyzes, and reviews loss and damage claims and makes recommendations for improved safety. Oversees costs and processes to adhere to budgets. Ensures compliance with all DOT/OSHA guidelines. Requires a bachelor's degree. Typically reports to top management. The Traffic Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Traffic Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Job Description

    This is a non-merit position with the Iowa Department of Transportation. Candidates must follow the instructions in the "To Apply" section.

    Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

    Shift Requirements: 40 hours/week, day shift, occasional overnight travel required
    – Not a telework position

    This at-will position serves as the Director of the Traffic Operations Bureau in the Systems Operations Division. The position serves as a key manager within the Systems Operations Division and as a part of the division’s leadership team.

    As the Traffic Operations Bureau Director, your duties will include, but are not limited to:
    • The director formulates, implements, and evaluates policy, long-range plans, and goals for the traffic operations area, as well as supervises the leaders of these functional areas:
    • Transportation Systems Management and Operations Programs
    • Emergency Management
    • Disaster Response and Recovery
    • Continuity of Operations/Continuity of Government (COOP/COG) Plan
    • Multi-Agency Coordination for Operations
    • Traffic Incident Management
    • Work zone Traffic Monitoring
    • 511 Traveler Information Systems
    • Intelligent Transportation Systems (ITS) Deployment and Maintenance
    • Statewide Traffic Management Center
    • Safety Service Patrols
    This is accomplished with bureau staff, vendors, consultants and engineering services, through management of the multi-million dollar operations and program budgets, as well as the overall coordination of the Transportation Systems Management and Operations (TSMO) program.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
    2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
    3) All of the following (a and b):
    a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    4) All of the following (a, b, and c):
    a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
