Traffic Director leads and directs the traffic department to efficiently and safely move materials and products to designated destinations. Develops and maintains transportation and distribution procedures to maximize delivery efficiency and minimize delivery costs. Being a Traffic Director evaluates and selects appropriate transportation carriers and routes. Resolves delivery issues for both internal and external customers. Additionally, Traffic Director monitors, analyzes, and reviews loss and damage claims and makes recommendations for improved safety. Oversees costs and processes to adhere to budgets. Ensures compliance with all DOT/OSHA guidelines. Requires a bachelor's degree. Typically reports to top management. The Traffic Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Traffic Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     The primary role of the Traffic Operations/Engineer Technician is to perform all aspects of traffic operations for County highways, including traffic signage, sign maintenance, and traffic control in accordance with the "Manual on Traffic Uniform Traffic Control Devices" (MUTCD).  Must also be able to do field surveys, collect data, and provide cost analyses.  Tasks will be performed under the direct supervision of the GIS/Traffic Sign Manager.Essential Functions:
    • Responsible for assessment and replacement of traffic signs that do not meet standards set by the MUTCD including retro-reflectivity, visibility, damage, vandalism and/or location as directed by the GIS/Traffic Sign Manager.
    • Determine the location and necessity for all traffic signing with regard to traffic operations.
    • Coordinates Sign Department activities with other agencies and companies maintaining underground utility facilities to ensure safe installation of traffic signing.
    • Maintain sign inventory and database of all traffic signs, other transportation assets and enter data into a computer using software programs, ESRI ArcGIS programs, and GPS equipment.
    • Perform traffic counting activities including setting and removal of automatic traffic counters and manual traffic counting on roads or intersections.
    • Collect and edit GPS data for the Engineering and Traffic Department.
    • Fabricate and assemble traffic signs with correct specifications using equipment, materials, computer software, and plotters.
    • Assist with preparation of construction work zone plans and the installation of construction signing to provide safe work zones.
    • Operate maintenance vehicles, jack hammer, and crane to assist with sign installation.
    • Provide cost analysis of new construction and compute bid item quantities.
    • Research and collect design data and prepare layouts and cost estimates.
    • Collect drainage data and compile data for use in obtaining permits and computing calculations.
    • Conduct engineering field surveys and site studies.
    • Determine alignment and draft grading and surfacing plans of rural roads.
    • Perform other Engineer Technician duties as assigned.
    • Read, follow, and conform to the MUTCS for traffic sign engineering and installation principles.
    • Response time: Must live within 20 minutes of the Rapid City office/shop.

    • High school diploma or GED certificate required and associate degree in Civil Engineering, Construction Management, Computer-Aided Drafting, Surveying or equivalent work experience preferred.
    • Basic operational knowledge of standard office equipment and computer programs including Microsoft Office, word processing, spreadsheets, and databases required.
    • Must be able to learn basic operation of ESRI's ArcGIS software by end of orientation period.
    • Must be detail-oriented, highly responsible, self-motivated, able to follow detailed instructions, and trouble-shoot issues.
    • Must have a valid driver's license.
    Physical Requirements:
    • Must be able to frequently sit, walk, stand, bend, kneel, stoop, reach and lift, push or pull, and manual dexterity is needed to type, write, use a computer, answer telephone, and operate various equipment for sign maintenance.
    • Upper body strength is a requisite to lift/move up to 50 lbs. unassisted; and lift/move up to 80 lbs. with assistance.
    • Will be required to use appropriate personal protective equipment.
    • Ability to talk and hear via the telephone and through face-to-face communication is required.
    Working Environment:
    • work is performed both indoors in an officer where interruptions often occur, and outdoors where the employee is exposed to outside weather conditions including: extreme cold, extreme heat, rain, snow, moving mechanical parts, precarious places, fumes or airborne particles, toxic chemicals, high volume traffic, heavy equipment, and noise related to construction projects.  Noise level may be loud at times.
    • Occasional overhead work that requires a ladder.
    • Subject to call 24 hours a day, seven days a week, including holidays; May require working in excess of 40 hours per week.
    • Must be able to work alone, without supervision.
    • Some travel may be required for training and meetings.
