Training Administrator is responsible for the coordination of employee and management training programs. Administers a recordkeeping system to track employee training participation and progress. Being a Training Administrator assists in other administrative and budgeting tasks associated with training programs. Coordinates and tracks participation in outside training activities. Additionally, Training Administrator may coordinate or administer skill or competency assessments, career counseling, outplacement, and other specialized training or development programs for employees. Typically requires a bachelor's degree. Typically reports to a supervisor or manager. The Training Administrator gains exposure to some of the complex tasks within the job function.     Job Summary:

    This position is in the Business Management department overseeing the subcontracting requirements to support the 81st Civil Engineer Squadron, Keesler Air Force Base. This positon works primarily on requirements<$2.5K with administrative tasks to include soliciting and acquiring bids, drafting abstracts, and subcontractor follow up. Direct assigned<2.5K requirements are routine in nature and usually require only a service call to complete.

    Job Responsibilities:

    • Receives Request for Subcontract (RFS); reviews Statement of Work (SOW) along with any additional items such as drawings and/or photos.

    • Determines next steps, to fulfill requirement, based on the RFS and SOW.

    • Reviews any questions with the requestor and/or Requestor’s Manager.

    • Brings questions/requirements for special processing to the Business Manager.

    • Prepares procurement document for subcontractor when estimated cost is =/< 2.5k; and supported by recent similar service and/or requirement. Coordinates site visit as needed to include escorting vendors/subcontractors. Prepares the purchase order to selected vendor; ensures selected vendor meets all the requirements such as, Duns number, SAM registration, insurance certificates on file, safety plan on file, and any required special certifications. Evaluates and monitors subcontract performance to determine necessity for purchase order modifications, as needed. Responsible for the subcontract tracking spreadsheet, logging each Request for Subcontract (RFS) and updating, at least weekly, the status and costs; as it pertains to those subcontracts assigned. May support multi-year and >2.5k subcontracts depending on workload and staffing; at the request of the Project Controls / Business Manager.

    • Ensures fiscal year funding is tracked accurately for assigned contracts.

    • Keeps contract files up to date. Posts documents to the contract shared files.

    • May conduct internet and market research as needed and interacting with customers.

    Minimum Qualifications:

    • Experience in a federal contracting environment with similar responsibilities.

    • Knowledge of DoD funding, contracting practices, flow-down clauses and FAR/DFAR.

    • Intermediate MS Office Suite skills.

    • Basic understanding of invoice payment process.

    • Ability to communicate effectively, verbal and written communication skills.

    Desired:

    • Bachelor's degree in business administration or related field.
