Additionally, Training Administrator may coordinate or administer skill or competency assessments, career counseling, outplacement, and other specialized training or development programs for employees. Typically requires a bachelor's degree. Typically reports to a supervisor or manager. The Training Administrator gains exposure to some of the complex tasks within the job function.   • The Water Quality Program within the Department of Ecology is looking to fill a Permit Administrator / General Permit Data Specialist (Environmental Specialist 3) (In-Training) position.
     
    This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

    You will be part of a dynamic team within the Technical Services Unit to manage and maintain permit-related data in our water quality databases. You will focus primarily on permit administration for Ecology’s construction and industrial stormwater general permits, which each have the highest volumes of permittees. By working with permit applicants, consultants, operators, government agencies, and Tribes, this is an ideal position for someone who likes to connect, listen, and help problem solve. As a team we strive to provide excellent customer service as well as consistent and accurate technical assistance related to water quality general permits.  
     

    Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 3 (ES3). Candidates will be considered at the ES1, ES2, and ES3 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

    What makes this role unique? 
    You will provide technical assistance and support for our program’s two largest general permits: construction and industrial stormwater. With thousands of permittees, we share this work among a team of dedicated environmental specialists.

    What you will do: 
    You will support our Technical Services Unit by processing and uploading permit documents and data into our water quality databases. You will:

    • Enter data into the Permit and Reporting Information System (PARIS) database. 
    • Coordinate with Ecology staff and permit applicants to provide technical assistance to construction and industrial stormwater permittees. 
    • Review permit-documents for technical accuracy, applicability of the permit, and compliance with regulatory requirements. 
    • Assess data utilizing different geographic information systems to apply the correct permit conditions. 
    • Prepare final permit correspondence, letters, and permit document materials. 
    • Manage a high volume of calls, emails, and records.


    This is an In-Training Position. The goal class for this position is Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements for the ES1, ES2 and ES3 levels. If the finalist meets the requirements for the ES1 or ES2 levels, they will be hired at that level and will be placed into a training program to become an ES3 within a specified period of time.

    Required Qualifications:

    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
     
    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.


    At the Environmental Specialist 1 level: Pay Range 38 ($3,220 - $4,282 monthly) (In-Training)
     
    A total of 4 years of experience and/or education as described below:
     
    Experience in environmental analysis or control or environmental planning. Experience may include a combination of the following:
    • Database/records management. 
    • Working with water quality permits. 
    • Implementing or interpreting environmental rules or regulations (e.g. Clean Water Act, Revised Code of Washington, Washington Administrative Code).
    • Research/scientific study. 
     
    Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

    All experience and education combinations that meet the requirements for this position at the Environmental Specialist 1 classification:
