Transportation Director directs, develops, and implements overall operations of a transportation network including safety, compliance, equipment, and staff. Develops and directs operational policies and procedures to ensure safety and efficiency in all transportation activities. Being a Transportation Director monitors transportation costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies. Partners with internal and external stakeholders to forecast and meet capacity needs. Additionally, Transportation Director oversees the acquisition and oversight of transportation providers. Requires a bachelor's degree in logistics, transportation, supply chain management, or equivalent. Typically reports to top management. The Transportation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Position Objective: 

    Directly responsible for planning, managing, and directing the resources (labor, material, and equipment) in association with the maintenance and testing of microprocessor controlled signal systems, network equipment, PTC, and electronic equipment on Metro-North’s entire territory. Ensure that all work is compliant with the requirements of CFR Part 234,235 and 236; Metro-North C&S 1, 2, and 3; and Metro-North Priority 1 Program and all relevant safety practices. 

    Responsibilities: 

    • Control and coordinate the development of the maintenance, testing, and troubleshooting practices utilized within the Metro-North signal system microprocessor, signal networks, PTC, and electronic equipment.
    • Directly manage the FRA testing associated with electronic apparatus and systems. Ensure that the federal requirements are met with regards to records and procedures.
    • Direct and manage the daily functions of the wayside technical workgroup and ensure that all activities are being performed efficiently and within labor and material budget parameters.
    • Analyze and monitor the overall wayside signal system performances to ensure that all functions and performance being provided meet the required operational needs and safety parameters.
    • Research and develop testing and maintenance procedures related to the signal system components and maintain budgets and schedules for procurements.
    • Assist in the training function of the C&S Training school.
    • Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.

    Required Qualifications: 

    Required Knowledge/Skills/Abilities: 

    • Strong oral and written communication skills.
    • Strong working knowledge of Microsoft Office and/or comparable applications
    • Develop and manage service and equipment database inventory.
    • Strong analytical skills in order to analyze new and existing products, equipment, and/or procedures.
    • Must be able to recommend improvements or replacements to better support the wayside signal systems.
    • Must be able to work in a high-profile/high-pressure environment.
    • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
    • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program
    • Broad background in technology used in signal systems.
    • Strong knowledge of requirements of all applicable FRA testing of wayside signal systems.
    • Strong knowledge of federal Hours of Service regulations.
    • Strong knowledge of federal Drug and Alcohol testing.
    • Knowledge of electric Snow Melter operation and maintenance.
    • Strong knowledge of AC DC traction return system and maintenance.
    • Strong knowledge of vital and non-vital electronic processors utilized on railroad wayside systems.
    • 24-hours 7 days availability required.

    Required Education/Experience: 

    • Bachelor’s Degree in Electrical Engineering or related curriculum. Demonstrated equivalent experience, education, and/or technical credentials may be considered in lieu of degree.
    • Five years experience in remote control systems, testing, and installation. · Five years experience with maintenance and testing of Centralized Traffic Control (CTC) and overlay systems.
    • Five years of Management experience encompassing Engineering, Maintenance, Labor Management, Budget process and Manpower control.

    The following is/are preferred:    

    • Familiarity with Metro-North Policies and Procedures.
    • Familiarity with Metro-North collective bargaining agreements.
    • Familiarity with Metro-North PeopleSoft payroll and material systems.

    This position is safety sensitive and subject to toxicological testing. 

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). 

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
