NATURE OF WORK
As a member of the Community Development Department, this advanced professional role is responsible for the management, review, evaluation, and analysis of complex transportation projects. The individual in the Transportation Planner/Engineer role reviews development applications, represents town interests with other agencies at the local, regional, and state levels, prepares grant applications, and ensures compliance with complex grant requirements. The Transportation Planner/Engineer is expected to perform traffic engineering functions for the town including traffic calming, traffic signal design and management, speed limits, safety analysis, multi-modal functions, roundabout analysis, and working directly with the Town Board and the public.
Individuals in the position are required to perform work in a manner consistent with and exemplary of the town’s PRIDE philosophies and the town’s Equal Employment Opportunity policy.

Individuals perform a wide variety of municipal planning/ traffic engineering functions and work under the direct supervision of the Deputy Director of Engineering to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. The individual in this role coordinates and works daily with the town’s engineering staff.ESSENTIAL JOB FUNCTIONS
The Transportation Planner/Engineer is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department/division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:- Manages complex multi-modal transportation planning projects and studies, and develops programs aligned with the town’s transportation vision and goals. Maintains and updates the Transportation Master Plan. Performs multi-modal transportation analysis and technical review and facilitates public input. Serves as project lead managing consultants and contracts, and providing oversight to inter-departmental employees, including providing feedback to these employees’ supervisors on project performance. Provides budgetary oversight and ensures timely and quality completion of plans, projects, and programs. Communicate and present staff findings and recommendations through reports, supplemental material, and presentations to advisory boards and the Town Board.
- Reviews development applications for compliance with the Transportation Master Plan and alignment with the town’s vision and goals to obtain a balanced, efficient, and safe multi-modal transportation system. Identifies required improvements and participates in the creation of agreements and cost estimates. Performs site inspections to determine compliance with approved plans. Processes CDOT access permits and attends Commission or Council meetings to answer transportation questions.
- Represents town interests and builds partnerships during local, regional, and state-level committee meetings and projects including the North Front Range Metropolitan Planning Organization (NFRMPO), Transportation Advisory Committee (TAC), and other projects/programs. Provides updates and summary reviews to Town Board members serving on steering committees.
- Provides support in the department’s Capital Improvements Program (CIP). Contributes to the planning of the annual CIP. Prepares applications for state, federal, regional, or private sector transportation grants to supplement town funds for transportation-related CIP projects and collaborates with CIP Project Managers to ensure compliance with complex requirements of grants received. Prepares intergovernmental agreements, scope of work, consultant selection, and contract review. Leads completion of the required paperwork for the projects.
- Works directly with neighborhoods on traffic calming concerns. Serves as the main point of contact with neighborhoods during all phases of the traffic calming program, and interacts with the public via personal meetings, phone calls, or emails/letters. Coordinates with staff from other departments to collect and provide data, lead meetings, and arrange for additional patrols of concern. Determines if a street qualifies for the program and reports to the public. Facilitates meetings, leads discussions, and prepares educational materials and tools to assist the neighborhood in developing and reaching a consensus regarding a traffic calming plan for their neighborhood.
- Leads special projects such as solving parking issues and leading collaborative efforts with the school district to resolve traffic issues surrounding schools.
- Performs policy analysis, provides technical support, reviews proposals, and makes recommendations regarding transportation issues, including vehicular (roadway and parking), public transit, bicycle, and pedestrian needs.
- Recommends, develops, and promotes initiatives and programs that will encourage bicycle and walking as alternative modes of travel.
- Interprets codes and regulations; resolves conflicts on review or approval issues. Provides assistance to consultants, developers, and engineers on technical and procedural issues.
- Assists in the preparation of policies and regulations related to traffic and transportation issues.
- May be asked to assist in marketing and operational issues related to transit services, such as recommending route modifications; developing route maps; ensuring buses are properly equipped; and monitoring contracts with transit providers to ensure compliance with provisions.
- Collects, summarizes, and analyzes a wide variety of transportation-related data. Prepares technical reports and memoranda on transportation proposals and oversees the acquisition of data from various resources annually to build and maintain a Town of Windsor traffic database for ongoing traffic analysis that can be built upon over time.
- Reads, analyzes, and summarizes documents such as ordinances, maps, site plans, plats, land-use and zoning maps, and civil design plans.
- Coordinates and manages updates to the Road Impact Fee Ordinance, both comprehensive 5-year updates and annual adjustments for inflation.
- Compiles and tracks outstanding developer obligations for reimbursement from the Road Impact Fee Fund.
- Reviews and analyzes roundabout and traffic signal operations and traffic control plans.
- Reviews and analyzes signing and striping plans.
- Responsible for the traffic safety program and is proficient in the workings of Crash Magic software and crash analysis.
Depending on organizational need, additional duties may include the following:- The Transportation Planner/Engineer position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
- Performs research as directed, such as discovering new technology or tools, market research, etc.
- Performs related duties as established by law/ordinance or reasonably directed by the town.
- Assists other town departments/divisions, as necessary.
- Bachelor’s degree in urban and/or regional planning or related field (geography, architecture, or engineering) required; Master’s Degree in Urban and Regional Planning, Engineering or related field preferred.
- Five (5) years of experience in transportation planning/engineering for a local government, including experience in development review and long-range planning.
- Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
- Must have a valid Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards.
- AICP, AICP, PTOE, or PE eligibility preferred.
- Thorough knowledge of multi-modal transportation planning, including policies, theories, strategies, and programs.
- Knowledge of government relations, and ability to generate and participate in partnerships or coalitions to achieve town interests and project implementation.
- Ability to manage all aspects of transportation projects, including preparing the scope of work, estimating costs, monitoring budgets, facilitating public involvement, supervising, and managing consulting firms, and ensuring on-time completion and implementation.
- Knowledge and understanding of the federal/state legislative processes involving transportation funding, proposed legislation, and developing policies.
- Excellent interpersonal skills including the ability to establish and maintain effective work relationships, to demonstrate teamwork, and to treat differing viewpoints with respect and understanding.
- Effective and courteous oral and written communication skills including the ability to apply conflict resolution techniques.
- Strong ability to negotiate and build consensus among a variety of groups or special interests.
- Ability to clearly present findings and recommendations through written and verbal communications.
- Knowledge of urban planning principles and practices; familiarity with applicable federal, state, and local land use regulations; ability to conduct research for planning assignments.
- Knowledge and experience with the development review process, transportation impact analysis, and how to apply zoning and development codes, and long-range planning principles.
- Ability to effectively coordinate, evaluate, and manage multiple transportation projects.
- Be proficient in the ability to use and understand Synchro, RODEL, and HCM software
- Ability to perform traffic engineering studies such as signal warrant and speed studies.
- Knowledge and ability to use Geographic Information Systems (GIS), ESRI ArcMap software.
- High level of professionalism and requires working with advisory boards, Town Board, multiple agencies, the private sector, and the public.
- Ability to effectively work as a team member with the department, town staff and consultants, public agencies, and districts.
- Excellent customer service skills and the ability to work effectively with the private sector, general public, advisory boards, and Town Board.
- Ability to perform duties with limited supervision, resolve or propose resolutions to complex development issues, work on multiple projects, ability to work effectively during challenging situations and frequent interruptions, and within deadlines that may be inflexible.
