    1.    Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
    2.    Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints, and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
    3.    Coordinate with other City departments in resolving complaints and problems.
    4.    Design and manage design of traffic signal, signage, striping, street, sidewalk, and drainage plans.
    5.    Use complex traffic, hydraulic, and design software (Synchro, Civil 3d, etc.)  to evaluate existing infrastructure and proposed improvements to the City transportation system.
    6.    Prepare plans, specifications and contract documents for project designs.
    7.    Provide project management for ongoing public works projects including record keeping for project expenses and project scheduling.
    8.    Inspect field job sites to ensure design compliance or to approve design modifications.
    9.    Provide on-call professional engineering support to transportation field crews when technical design questions arise from field circumstances and conditions.
    10.    Coordinate with ARDOT, US Army Corps of Engineers, ADEQ, and other regulatory agencies for permitting of transportation projects.
    11.    Manage the City’s pavement striping infrastructure; develop and maintain GIS striping inventory; evaluate the inventory on a yearly basis and develop plans and specifications as necessary for maintenance and new installations in accordance with City policies, MUTCD requirements, and the City’s Minimum Street Standards.
    12.    Coordinate with the Traffic Operations staff and provide timing plans and other Engineering assistance for maintenance, operation, and improvement of the City’s signal system.
    13.    Manage the development of yearly sidewalk and pavement management plans and budgets, with assistance from Operations staff.  Coordinate with relevant divisions for alignment of plans with other City plans and goals.
    14.    Serve as the City Traffic Superintendent. 
    15.    Develop, manage, and implement policies, standards, and procedures for the City, including standard drawings and details, crosswalk policies, street cut and right of way excavation policies, and the like.
    16.    Investigate complaints from citizens regarding municipal facilities and requests for assistance.
    17.    Assists engineers, contractors, builders, governmental agencies and others with requests for design criteria and standards, construction details and City requirements for public works facilities.
    18.    Prepare and deliver presentations and reports at public meetings including but not limited to Planning Commission, City Council and City Council Committees.
    19.    Assist with special projects as assigned. Draft updates to City Code and/or City standards and manuals. Prepare Master Plan Updates for transportation, sidewalks, and drainage programs.
    20.    Attend biweekly staff meetings and other meetings with engineers, surveyors and land agents as required.
    21.    Serve as backup to provide onsite project inspection for City public works projects under construction.
    22.    Perform other duties as assigned.
    1. Perform secondary duties as assigned.
    1. Bachelor’s degree from an accredited college or university in Engineering and six years of related experience with three years of project management experience; or a Master’s degree in Engineering and four years of related experience with three years of project management experience.
    2. Must possess a valid Driver’s License.
    3. Must currently possess registration as a Professional Engineer (PE).  Must possess registration in the State of Arkansas as a Professional Engineer (PE) within six months of date of hire. 
    4. Effectively communicate with others orally and in writing.
    5. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to management, public groups and/or boards of directors.
    6. Must be proficient in the use of a computer and related software programs such as word processing and spreadsheet applications.   Previous experience with engineering computer programs for design of drainage, streets and water is preferred.
    7. While performing the functions of this job, the employee is regularly required to talk and hear.  The employee frequently is required to stand, walk, and sit, move from location to location, use hands to finger, handle, or feel, and reach with hands and arms.  The employee must occasionally lift and/or move up to 10 pounds.  
    8. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions. The employee is occasionally required to traverse uneven terrain such as construction sites.
