Transportation Manager manages and coordinates the daily operations of a transportation network including safety, compliance, equipment, and staff. Implements operational policies and procedures to ensure safety and efficiency in all transportation activities. Being a Transportation Manager monitors transportation costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies. Partners with internal and external stakeholders to meet forecasted capacity needs. Additionally, Transportation Manager manages relations with transportation providers to ensure the achievement of required service levels. Requires a bachelor's degree in logistics, transportation, supply chain management, or equivalent. Typically reports to a director. The Transportation Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Transportation Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     QUALIFICATIONS

    Two years or more of successful operational management experience in a public sector role.  Knowledge/experience with pupil or public transportation services in Washington State is preferred but not required.  Preferred experience includes labor relations administration with represented employee groups; budget development and fiscal management responsibilities; demonstrated history of consistency and fairness in addressing complaints/concerns; professional development planning and implementation; development and facilitation of employee input and feedback processes; and a demonstrated ability to develop and maintain positive working relationships with the public, operations staff, and administrative colleagues/supervisors.

    RESPONSIBILITIES

    • Assists in the planning and coordination, and oversees aspects of the district’s pupil transportation operation including personnel, equipment, budgets, and facilities.
    • Assists to ensure the safe, efficient, and economical transportation of students.
    • Maintains payroll, contracts and calendars for all PSE employees.
    • Conducts PSE investigations, hears and resolves PSE grievances, facilitates PSE labor management meetings; participates in PSE bargaining.
    • Provides effective consult and HR guidance to PSE Supervisors.
    • Oversees the work of Transportation employees to include bus drivers, office staff and paraprofessionals.
    • Participates on the district management team and supports the district’s strategic plan and educational goals.
    • Establishes and maintains positive working relationships with school staff, parents, students, and the community.
    • Oversees the Accident Review Committee and leads retraining activities.

     

    ESSENTIAL FUNCTIONS

    • Assists with development and support of bus routes, schedules, trips and stops.
    • Provides transportation management support for to/from transportation routes and special trips.
    • Coordinates student transportation activities with school staff, law enforcement agencies, OSPI, and other groups.
    • Supports in-service training for staff to ensure compliance with the law, to contribute to a safe positive learning climate, and to address annual improvement goals for the department.
    • Supports the District early morning road inspection team to assess road conditions during inclement weather.
    • Develops school bus specifications to meet the district’s needs and comply with state and federal requirements.
    • Oversees, tracks and maintains HR records for the recruitment of PSE employees.
    • Conducts the HR portion of new employee orientation for all PSE employees.
    • Conducts accident investigations and supervises accident reporting to appropriate law enforcement and insurance agencies.
    • Represents the department and the district on various committees as needed.
    • Develops timely proactive solutions to emerging issues and includes staff input in developing improved systems and practices with support from the Supervisor.
    • Follows collective bargaining agreements and participates in labor/management meetings and collective bargaining.
    • Updates Safe Walk Plans when needed as required by OSPI
    • Performs other duties and responsibilities as assigned.
    • Must be able to perform the essential functions of the job with or without reasonable accommodation.
