  • The City Finance Department for the City of Sioux City is seeking a City Treasurer.
     
    Under general director of the Finance Director, this position works closely with the issuance, monitoring, and required regulations regarding the City's investments and Bond process. This position also is responsible for overseeing the City's bank accounts and assisting other Departments with bank related issues and questions. This position manages the City's cash management strategies and works with departments to ensure proper cash handling methods are being utilized. The position is responsible for supervising one employee and administering personnel policies and procedures.
     
    Desired candidate must be self motivated, organized, attentive to details, and have good decision-making skills. Computer, recordkeeping, customer service and good communication skills (both written and oral) are required.

    Scheduled Work hours are 8:00 am-4:30 p.m., Monday through Friday. This position is expected to work beyond 40 hours per week when necessary.

    Our employees are required to reside within 30 miles of the City of Sioux City, city limits which extends to the adjoining states of Iowa, Nebraska and South Dakota.
    • Supervises and evaluates the work of employees; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments, and safety; administers personnel policies and procedures.
    • Develops and implement cash management strategies to optimize liquidity and ensure the city’s financial stability.
    • Oversees the investment of city funds in accordance with established policies and investment guidelines.
    • Manages the city’s debt portfolio, including issuing bonds, monitoring debt service payments, and refinancing when necessary.
    • Prepares accurate and timely financial reports for city officials, external stakeholders, and regulatory agencies.
    • Monitors and analyze financial data to identify trends, forecast revenues and expenditures, and recommend appropriate actions.
    • Stays informed about changes in financial regulations, accounting standards, and best practices, and ensure compliance with all applicable laws and regulations.
    • Develops and maintain strong relationships with banks, financial institutions, and other external partners.
    • Represents the city in financial matters, including meetings with external auditors, rating agencies, and investors.
    • Oversees and monitors the City’s deferred compensation plans.
    • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional organizations.
    • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency.  In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.
    Cognitive Demands, Skills and Abilities:    Identify complex problems and review related information to develop and evaluate options and implement solutions; consider the relative costs and benefits of potential actions to choose the most appropriate one; determine how money will be spent to get the work done, and account for these expenditures; use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; ability to identify and understand the speech of another person, ability to listen to and understand information and ideas presented through spoken words and sentences; apply common sense understanding to the work process, procedures, programs and services.
     
    Job Knowledge:   Thorough knowledge of State laws and City ordinances governing operations of the City Treasurer's function; thorough knowledge of banking practices and methods involved in the receipt and disbursement of money and in keeping bank cash and related fiscal records; knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data; knowledge of the principles and practices of public administration; knowledge of the principles of supervision and office management; knowledge of accounting principles and practices and of the principles of municipal finance; ability to plan, lay out, supervise and coordinate the work of office employees; ability to establish and maintain satisfactory relationships with employees, City officials and the public. 
     
    Language Ability and Interpersonal Communication:   Requires effective communication skills and the ability to provide assistance to customers (external and internal); ability to speak clearly so others can understand you; ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; ability to provide and follow verbal and written instructions; ability to work as a member of a team in order to accomplish tasks; ability to establish and maintain effective working relationships with other employees and the general public.
     
    Physical Requirements:  Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds; ability to see details at close range (within a few feet of the observer); ability to see details at a distance.
     
    Work Environment:  Ninety percent of work is normally performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors.  Travel in all types of weather extremes to attend training and/or organizes meetings conferences, and workshops; must be mobile and able to visit complainants and businesses within the metro area.
     
    Graduation from an accredited college or university with a bachelor’s degree in finance, accounting, public or business administration and five (5) years’ of full-time work experience in accounting work relating to municipal, financial investment or banking operations.

    Any equivalent combination of experience and training that provides the required knowledge, skill, and abilities.
