    Job Title: 1st Deputy Treasurer

    Department: Treasurer Office/Real Property Lister

    Reports To: Clark County Treasurer

    Purpose of Position:

    The Deputy Treasurer assists the Clark County Treasurer in receiving payment to the county, collect and disburse taxes, maintain assessment records and perform the duties of the Treasurer in his/her absence.

    Minimum Training and Experience Required to Perform Essential Job Functions

    A high school diploma or equivalent and two years of vocational school or specialized certifications in bookkeeping/office practice or related field is required. A minimum of one-year previous experience in bookkeeping and cash handling is also required. Legal description experience not required but preferred. A combination of education and experience will also be taken into consideration.

    Essential Duties and Responsibilities

    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

    Other duties may be required and assigned.

    • Serve the public (taxpayers, attorneys, surveyors, abstractors, etc.) in a courteous, friendly and professional manner.
    • Provide information to the public, municipals and other officials regarding tax payments and assessments
    • Accurate & Timely Receipting of all money collected for Clark County.
    • Make sure all monies collected each day are properly receipted and ready for deposit the following day.
    • Get appropriate information from other departments as to their account numbers for money received.
    • Assist Treasurer & Tax Lister in making accurate & Timely changes to the Tax Assessment Rolls.
    • Make sure appropriate changes are made from documents recorded by ROD.
    • Reconcile checks, bank statements, journal entries and ledgers and keep accurate spreadsheet of unpaid taxes and special charges.
    • Verify and print voucher and payroll checks.
    • Assist with checking mill rate sheets and tax bill preparation as needed.
    • Process tax payments and do settlements with municipalities
    • Assist with entering payments received by municipalities and balance them.
    • Verify assessment roll changes and transfers for accuracy
    • Collect delinquent tax bills, up to and including the Tax Deed process.
    • Process tax deed on delinquent property by conducting research on tax delinquent parcels and distribute official legal notification
    • Research properties and issue tax deed applications.

    • Work with taxpayers, mortgage holders, etc. in getting taxes paid before tax deed.
    • Keep track of unpaid special charges and do vouchers for payments received each month.
    • Keep track of unpaid tax certificates and payments each month.
    • Print and verify payroll and voucher checks as issued by Finance Dept.
    • Assist municipal clerks and treasurers with questions they may have.
    • Performs the County Treasurer’s duties in her absence.

    OTHER SKILLS AND ABILITIES

    Computer and Office Equipment

    • Ability to operate a variety of office equipment including personal computer, digital telephone, fax machine, calculator, copy machine, printers, etc.
    • Must be proficient in Microsoft Office programs and ability to use the Outlook, Word and Excel functions.
    • The ability to use department computer software including creating, downloading and uploading files to and from the AS400.

    Mathematical Ability

    • Ability to calculate figures and amounts such as interest, proportions, percentages, area, circumference, and acres. Ability to apply concepts of basic algebra and geometry.
    • Knowledge of accounting and banking practices needed to reconcile complex bank statements.

    Language Ability, Interpersonal Communication Skills, and Other Knowledge and Skills

    • Ability to read and interpret documents such as deeds and other legal documents, maps and procedure manuals.
    • Ability to write routine reports and correspondence. Ability to speak effectively to taxpayers, attorneys, title companies and others who contact this office.
    • Knowledge of general county government functions, real and personal property tax assessment procedures, office policies and procedures, business English grammar and spelling, general government accounting principles, tax delinquent and tax deed policies and procedures.
