This position is responsible for ensuring that all tax calculations are accurate within the Property Tax System and that taxes collected are properly distributed to all the taxing authorities.Essential Duties and ResponsibilitiesThese examples do not include all possible responsibilities in this position and do not limit the assignment of related duties to this classification. 1. Provides ad-hoc queries to ensure accurate, current and efficient tax collections.2. Creates data input forms for collection of information and to provide access to outside taxing authorities.3. Determines the tax capacity and market value rates associated with the Certified Levies of the taxing jurisdictions ensuring they are calculated and applied correctly by the Property Tax System.4. Compiles and submits the PRISM Reports to the State Department of Revenue to provide accurate and complete taxing data.5. Prepares and submits the State General Tax reports on a timely basis.6. Prepares and submits the Annual School Tax Report, School Taxes Receivable Report, and the Semi-Annual Tax Abatement Reports with the Department of Education as well as reports to school districts to facilitate their budget and levy decisions.7. Prepares Auditor's Certificates for all taxing authorities containing property tax information to facilitate the sale of bonds for various improvement projects.8. Determines Taxation of Annexations of parcels to cities and reviews the calculations for accuracy as generated by the Property Tax System.9. Research MN State Statues relating to Property Taxation.10. Manages all facets of Tax Increment Financing by outside taxing jurisdictions; monitors TIF districts for statutorily mandated activities and creates TIF district information in the tax system.11. Ensures the accuracy and timeliness of the distribution of taxes to all taxing jurisdictions as related to real estate, personal property, manufactured homes and special assessment collections as directed by state statute.12. Maintains the Levy Book or similar information reports for all taxing jurisdictions. Submit levy reports to the State.13. Maintain Authority Bond Registry and verify annual bond fund requirements to levies.14. Train Authorities and provide individual assistance on taxation subjects.15. Manage the Stearns County Aggregate Tax collection and fund distribution process.16. Represents the county in the MnCCC county tax system consortium and recognized as a subject matter expert as a resource for guidance on system use and development.17. Attends work in a regular and timely manner.18. Performs other duties as assigned or apparent.

    EXAMPLE OF DUTIES
    Minimum Qualifications In order to be considered for this position, applicants must possess the following: High school graduate or equivalent Bachelor’s degree or higher in math, accounting computer science or finance and 2 years of property tax experience OR Associate’s Degree and six years of property tax experienceExperience using Microsoft Office ApplicationsCertification of Completion of MN Department of Revenue Tax Calculation Course or ability to obtain within twelve months of hireDesirable Knowledge, Skills and Abilities1. Knowledge of Minnesota property tax calculation system and process.2. Knowledge of tax capacity rates and market value rates.3. Knowledge of accounts receivable (taxes) functions of an integrated financial system.4. Knowledge of software packages and programming languages including Oracle, XML, SQL, XML Spy, SharePoint, Sequel Service Management Studio and Report Builder.5. Ability to effectively plan, organize and coordinate work.6. Ability to analyze workflow issues and design productivity changes to make use of available technology.7. Ability to analyze, develop and assist in the modification of tax collection and distribution procedures, methods and techniques.8. Ability to develop and interpret accounting records and documents, and prepare information in summary form.9. Ability to communicate effectively, both orally and in writing.
