Treasury Analyst is responsible for supporting all aspects of daily treasury operations. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Analyst researches economic trends and investment opportunities. May assist senior staff with preparing materials and reports using standard methodologies and procedures. Additionally, Treasury Analyst determines procurement of funds, and monitors investments and collections. Typically requires a bachelor's degree. Typically reports to a manager. The Treasury Analyst work is closely managed. Works on projects/matters of limited complexity in a support role. To be a Treasury Analyst typically requires 0-2 years of related experience. Financial Analyst I (Treasury)
  • Augusta-Richmond County
  • Augusta, GA FULL_TIME
  • Reports cash position of government with accuracy and timeliness required for financial investments, debt pay-offs, and grant requests and reporting within guidelines of supervisory instructions, federal and state laws, local codes and departmental policies and procedures.   Reports to Deputy Director or other designated person and works with co-workers, department directors, external auditors, bank personnel, brokers, lawyers, and state and federal agencies to invest Augusta-Richmond County funds, maintain accounts, and manage debts and grants for purpose of increasing revenue for County.  Coordinates reconciliation of cash accounts on a monthly basis.  Coordinates actuarial studies for the government’s retirement plans.  Prepares annual state and federal retirement reports.
    • Coordinates and/or prepares monthly and annual bank and investment reconciliations.
    • Invests government funds by monitoring daily cash flow, forecasting availability of funds, reviewing market trends, comparing current interest rates, and investing funds maximizing the government’s rate or return.
    • Assists in accounting and budgeting duties by aiding departments in the preparation of budget request, performing fieldwork (i.e. analyzing alternative budget scenarios, executing fiscal studies, visiting department heads, and reviewing requests for format and content).  Provides data to internal and external auditors.
    • Develops cash management practices, recommends policies and procedures, implements adopted policy.
    • Coordinates the preparation of retirement plan actuarial Studies.
    • Monitors all debt for the government to include bonded debt, loans, capital and operating leases and sales tax.
    • Performs special projects, research, and other related duties as assigned by the Director or Deputy Director.
    • Perform other duties of a similar nature or level.
    Education:    Bachelor's degree from an accredited college or university in accounting, or finance with an emphasis in accounting.

    Experience:   Five (5) years' experience in financial analysis, governmental accounting, or treasury/cash management.

    Knowledge/Skills/Abilities: 
    • Considerable knowledge of procedures and requirements for financial investments. 
    • Considerable knowledge of cash management procedures. 
    • Familiarity with relevant federal, state, and local laws, county policies and procedure. 
    • Proficiency in budget review and analysis, generally accepted accounting practices, planning, organizing, and establishing priorities. 
    • Mastery of financial system operations, local government accounting, personal computers, both in general and specific to specialized software (i.e., spreadsheets, word processor, etc.) performing mathematical calculations and report preparation. 
    • Good communication skills, both oral and written. 
    • Demonstrated ability to work independently.
    • Familiarity with GASB statements and pronouncements
    • Considerable knowledge of Governmental Accounting
    • Considerable knowledge of budget preparation administration and evaluation

    Certification:   CPA, CGFM, or CPFO preferred

    • Functional Reasoning:   Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
    • Situational Reasoning:   Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
    • Physical Abilities:   Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
    • Sensory Requirements:   Some tasks require the ability to communicate orally.
    • Environmental Factors:   Essential functions are regularly performed without exposure to adverse environmental conditions.
