Job Summary
The Executive Director of Treasury Management / Assistant Treasurer will be responsible for all treasury management functions of KCTCS, oversight of the Department of Sponsored Projects Accounting and Office of Accounting. This position requires providing direction to directors, college business staff, and Versailles office staff regarding the compliance of procedures, processes, and internal controls.
This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.
This position may offer a hybrid work schedule.
Job Duties:
Manage all cash flow activities to include deposit and disbursement of KCTCS funds ($900 million annually). Establish appropriate internal controls for cash activity in adherence with KRS and KCTCS policy. Procure all services necessary to perform this function and manage cash management staff.
Responsible for the management of all KCTCS banking relationships, to include central depository, approximately 60 college accounts, and all accounts established on behalf of KCTCS with State Government. Establish and maintain necessary banking services on behalf of all KCTCS units, to include credit card service, wire transfers, treasury management software system, payroll direct deposit, utility bank draft processing and stop payments.
Develop, implement, and maintain KCTCS policy for the investment of current operation funds. Perform all investment activities.
Responsible for all facets of KCTCS endowment management. Establish, implement, and maintain all policies. Perform all investment activities. Perform all accounting functions and preparation of analytical and informational reports. Prepare and distribute annual stewardship reports to endowment donors. Distribute investment earnings annually to designated account.
Supervise all activities of Sponsored Projects Accounting. Establish and maintain KCTCS policy for business management of grants and contracts. Manage funds in accordance with appropriate Federal and State regulations. Assist KCTCS administration with analysis of grant proposals and their financial impact on KCTCS. Oversee Federal Uniform Guidance audit annually. Oversee annual Federal Grant Indirect Cost Rate proposal.
Supervise all activities of General Accounting administration. Manage and interacts with internal and external auditors and representative of other governmental agencies to ensure system-wide complicate with General Accepted Accounting Principles, Governmental Accounting Standards Board statement and other state or federal statures relating to accounting operations.
Minimum Qualifications:
Bachelor's Degree in Accounting or Finance and five (5) years of relevant experience or equivalent and a Certified Public Accountant (CPA).
Preferred Qualifications:
Master's Degree in Accounting or Finance and seven (7) years of relevant experience or equivalent and a Certified Public Accountant (CPA).
