The Treasury Director reports directly to the Chief Financial Officer in support of the Employment Security Department trust activities. In this role you will supervise 12 FTEs including managers, supervisors, and staff positions. The Treasury Director is responsible for all functions associated with the ESD treasury management and administrative oversite of three trust funds administrated by ESD. These trust funds are the Paid Family Medical Leave (PFML) trust, WaCares trust and the Unemployment Insurance (UI) trust fund. You are relied upon and responsible for the financial operations of ESD trust funds to include cash management and financial statement presentation as they are considered material to the state of Washington’s financial statements.
NOTE: Application reviews will begin on April 16, 2024, and will be ongoing until the position is filled. In this Director role, you are responsible for the overall cash management activities of the three trust funds administrated by ESD. You have oversight for the management of the UI, PFML, and WaCares trust fund, including management of all administrative and program grants, all UI and PFML benefit payments and employer tax and premium collections. The Treasury Director also oversees all cash management activities involving multiple bank accounts and multiple funds that require numerous complex banking and trust management activities resulting in billions of dollars of activity per year and creating one of the largest areas of financial activity in the agency.
Some of what you will do:
- Manage the treasury activities for all ESD trust funds:
- Manage cash flow for all trust funds for state and federal programs and the Department’s operations.
- Formulates and ensures policies, procedures, and business processes used to manage treasury operations minimize audit findings.
- Provide mandated legal compliance, meet Generally Accepted Accounting Procedures (GAAP), and minimize the agency’s exposure to fraud and risk of loss on all financial transactions.
- Overall responsibility for the accurate financial statement presentation for the UI, PFML and WA Cares trust funds.
- Manage, mentor, and lead unit staff.
- Manage internal and external customer relations including other divisions, businesses, banking partner, State Auditor’s Office (SAO), State Treasurer’s Office (STO), and the Office of Financial Management (OFM).
- Actively participate in Leave and Care Division and the UI Division Portfolios.
- Participate in LCD and UI Division Leadership meetings to ensure strategic and short-term goals are fairly represented on the trust fund financial statements.

Required:
Bachelor’s degree in accounting or business administration with an accounting concentration and five (5) years of supervisory experience at the management level and,- Strong accounting skills especially financial statement preparation,
- Strong communication skills (both written, and verbal).
- Knowledge of banking activities.
- Working knowledge of Microsoft Office Products
Desired:- Certified Public Accounting Certification
- Master’s degree in accounting or business administration.
- Prior hands-on experience in the preparation and analysis of financial statements.
- Demonstrated leadership fostering a diverse and inclusive workforce.
- Proven ability to strategically leverage diversity for organizational success.
- Experience managing staff resources in a consistent and equitable manner.
- Proficient knowledge of GAAP and experience with Governmental Accounting Standards Board (GASB) rules .
- Track record of implementing process improvements within financial operations.
- Experience developing and enhancing policies and procedures for increased efficiency.
Education to Experience Equivalences: Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years
