Housing Trust Fund Manager (ASM)

  • The Housing Trust Fund Manager is an employee of the Planning Department and reports to the Director of Housing and will work collaboratively with the Metropolitan Trust Fund Commission, the Metro Housing Division tea, and colleagues from Metro Planning and Metro Legal. This position is responsible for managing all aspects of the Barnes Housing Trust Fund (Barnes Fund), providing staff support to the Metropolitan Trust Fund Commission, and supervising staff.

    The Barnes Fund is Nashville’s local housing trust fund through which monetary grants and property are awarded to nonprofit organizations for the development and preservation of affordable housing. As of April 2024, over $108 million in Barnes Fund grants have funded more than 4,700 affordable homes and leveraged over $1 billion in other funding. The ideal candidate will have strong grant management experience, a keen understanding of affordable housing finance and development principles and demonstrated leadership skills. The Housing Trust Fund Manager must be available to attend Metro Council meetings, including related committee meetings, which occur in the evening.Grant Management
    • Managing all aspects of the grant process, including but not limited to, drafting grant policies and scoring matrices; creating applications; conducting outreach; coordinating internal and external application reviews; assisting with the preparation of contracts and legislation. 
    • Ensuring grantee compliance with program requirements.
    • Ensuring that data is current and reliable and maintained in a manner prescribed by leadership.
    • Providing timely reports to leadership and to the Housing Trust Fund Commission and timely responses to grantee inquiries.
    • Attending Metro Council and related committee meetings when Barnes Fund legislation is on the agenda. 
    • Communicating data, information, and policies related to the Barnes Fund to elected officials, partners, and members of the public. 
     
    Housing Trust Fund Commission Support
    • Providing operating and administrative support to the Housing Trust Fund Commission, including but not limited to, coordinating meetings; creating and publishing agendas; maintaining minutes and other records; developing budgets and providing financial updates; preparing annual reports; and other duties to necessary for the operation of the Housing Trust Fund Commission. 
    • Onboarding new commissioners and facilitating training opportunities and strategic planning sessions.
    • Preparing research, goals, and other substantive content. 
    • Working with Metro Legal counsel to ensure the operations of the Trust Fund are in compliance with local, state, and federal rules and laws.  
     
    Staff Supervision
    • Providing direct supervision to Barnes Fund staff, including but not limited to, assisting in the development and execution of employee workplans, and conducting evaluations. 
    • Counseling and correcting staff as needed. 
    • Establishing and implementing Standard Operating Procedures (SOPs). 
     
    Other Duties
    • Participating as a key member of the Housing Division in the development and execution of housing policy. 
    • Communicating regularly with the Housing Director on Barnes Fund matters.
    • Preforming other duties as assigned. 
    Bachelor's Degree from an accredited college or university and five (5) years of grants management experience.

    • Experience compiling and reporting on housing metrics
    • Robust communication skills (written, verbal, and inter-personal)
    • Proficient with Microsoft Office (Excel, Word, PowerPoint, and Outlook)
    • Experience working with nonprofit organizations
    • Experience supporting a board or commission
