    Location Details/Description: The Wallowa Mountains Office is based in Joseph, Oregon and is located in one of the most scenic spots in the State with an elevation of approximately 4,200 feet. Joseph is located on Highway 82, about a one hour and a half drive from La Grande, Oregon, just off Interstate 84, and two and a half hours from Pendleton, Oregon to the west and two hours from Lewiston, Idaho to the north on Highway 3. This position will work with a crew based in Enterprise, OR, located approximatley 6 miles from Joseph.

    The populations of the combined Joseph/Enterprise area is approximately 5,000. Nearby communities are Enterprise, Lostine and Wallowa. The Hells Canyon National Recreation Area, Eagle Cap Ranger District and Wallowa Valley Ranger District are managed out of the Wallowa Mountains Office. The area is a popular summer destination for visitors beginning trips into the largest Wilderness area in Oregon, the Eagle Cap Wilderness, as well as the remote depths of Hells Canyon.

    About the Forest: The Wallowa-Whitman National Forest is 2,521,280 acres ranging from 875 to 9,845 feet

    above sea level. Plant life varies from desert-like countryside of Hells Canyon to the alpine vegetation of the

    Eagle Cap Wilderness and Seven Devils Mountains. Generally, winters are cold and snowy, spring and fall are

    mild, and summers are hot and dry. There are seven Ranger Districts with additional offices in Clarkston,

    Washington and Riggins, Idaho. The Forest lands include: Eagle Cap Wilderness, Hells Canyon Wilderness,

    Monument Rock Wilderness, North Fork John Day Wilderness, and Hells Canyon National Recreation Area.

    Position Overview: The Recreation Technician will perform work assignments related to the monitoring, assessment, planning and maintenance aspects of recreation management. This opportunity is intended for candidates with a well-developed working background in conservation, natural resources management, wilderness management, recreation management, or a similar field. The Recreation Technicians should possess a passion for public land management and a professional interest in advancing their career towards natural resource management.

    • Performs minor maintenance of developed and dispersed recreation area facilities, including campgrounds and trailheads (cleans restrooms, cleans campsites, maintains fire-safe areas, paints picnic tables and bulletin boards, etc.).
    • Constructs and installs minor recreation features such as picnic tables, fire rings, information kiosks, fee tubes, etc. as part of a 4-person crew.
    • Provides excellent customer service by enthusiastically answering questions, greeting and assisting visitors.
    • Performs patrols of the campgrounds, trailheadsand dispersed sites to ensure they stay presentable and address/and or report discrepancies as they occur.
    • Ensures visitors comply with rules and regulations.
    • Collects fees.
    • May be required to operate a chainsaw; training provided for members who start early enough in the season.
    • Public outreach and making contacts with visitors is a key component of this role. These contacts are to educate visitors in resource management and law enforcement objectives and policies, to obtain compliance with laws/regulations, to resolve problems, and to provide assistance to forest visitors. Contacts may include dealing with some persons and/or groups that may be uncooperative, hostile and who have different viewpoints, though this is a rare occurrence.

    This individual placement is meant to facilitate professional development and promotes exposure to land management agencies and networking with professionals. This could include gaining experience in different conservation fields and shadowing different work groups.

    Schedule: Prior to July 4 and after September 15: Monday-Thursday, 7:00 am to 5:30 pm. July 5 to September 14: Wednesday-Saturday, 7:00 am to 5:30 pm.

    Position Benefits

    Living Allowance: The ACE Member is expected to contribute ~40 hours/week and will receive a living allowance of $600/week to offset the costs of food and incidental expenses, dispersed bi-weekly. The living allowance is a fixed rate determined by the Forest Service and ACE and is not flexible.

    Public Land Corps Hiring Authority: Members serving under this agreement may be eligible for a federal hiring authority upon completion of their term of service. PLC projects also include specific eligibility requirements such as age and citizenship.     Housing: ACE members will be accommodated in provided housing at no cost for the duration of the term near Joseph, OR. Housing may include a bunk house approximately a 20 minute drive from the duty station, with a single room and shared living space or a shared room in a house approximately 15 minutes from the duty station.

    Relocation Assistance: ACE members will have access to up to $500 to be used for eligible relocation expenses. Further details regarding distribution of these funds will be provided during the interview process.

    Provided Training/Orientation: ACE members will receive position specific training and an orientation outlining ACE policies and procedures, clear guidance on prohibited activities, and networks for support. Specific training may include First Aid/CPR, Collection Officer, Leave No Trace, Radio Communications, Visitor Contacts, Forest Regulations, Water System Operator and Tool Safety.

    Qualifications

    Required:

    • Members must be a U.S. citizen or Permanent Resident, as required by U.S. government contracts
    • Willing and able to represent ACE and the partner organization in a professional, positive, and enthusiastic manner.
    • Ability to be both self-directed/work alone, and be a positive, contributing member of a group.
    • A valid driver's license and an insurable driving record (documentation to be provided upon request).
    • Willing to undergo and must pass the required two-part criminal history check.
    • Ability to perform the essential duties of the position with or without reasonable accommodation.
    • ACE Members will need to complete bi-weekly timesheets, beginning of term feedback forms, end of term evaluations and for longer terms, a mid-term evaluation.

    • Competitive applicants for this position can hold or be pursuing a related degree and/or have relevant experience in subject areas such as recreation management.

    • Ability and willingness to learn the use of a GPS unit.
    • Deep interest in recreation and natural resources.

    • Experience with tools such as weed eaters, pressure washers, and hand tools such as rakes and shovels for light maintenance work.

    Physical Demands, Work Environment and Working Conditions:

    • Physical Demands: Requires frequent sitting, standing, walking, hiking, carrying, using hands to handle or feel, reaching with hands and arms, talking and hearing. Required to stoop, kneel, climb stairs, and/or crouch. Ability to hike over rough terrain.
    • Vision Requirements: Requires close, distance, peripheral and depth perception vision as well as the ability to focus.
    • Weight Lifted or Force Exerted: Frequently moves up to 25 lbs., ability to move up to 50 pounds.
    • Environmental: Outdoor and indoor conditions. Work environment conditions can change frequently; working under adverse weather conditions and in various climates.
    • Noise Environment: Moderate to high noise such gas-powered chainsaws and other hand and power tools.

    Environmental Conditions/Hazards: The ACE member(s) may encounter environmental conditions/hazards including extreme heat or cold, rocky terrain, swamp or wetland conditions, biting insects, and potentially dangerous wildlife. The member is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow staff/members or resources.

    Vehicle and Equipment Use/Safety: If a vehicle is required for the accomplishment of the duties, one will be provided by the Forest Service or ACE. Any tools required for the accomplishment of the duties will be provided by the Forest Service. Use of personal protective equipment (PPE), typically provided by the Forest Service, will be mandatory for any activity that requires it. Strict adherence to Forest Service and ACE equipment training, certification and safety protocols is required.
