Validation Engineer prepares all protocols and reports for validation work. Project Engineer
  • Merced County
  • Merced, CA FULL_TIME
  • Duties may include, but are not limited to, the following:

    • Plans, directs, reviews, or performs the work involved with the Construction, Design, and Development of specifically assigned Public Works projects.
       
    • Administers contract construction projects, directs inspectors, survey crews and quality control.
       
    • Directs and reviews the preparation of plans specifications and cost estimates for projects, drafts recommended engineering design standards, policies and procedures.
       
    • Instructs and advises project support staff and consultants regarding engineering techniques.
       
    • Arranges for contractual agreements with financial agencies.
       
    • Interprets Federal, State and local regulations and develops procedure manuals.
       
    • Prepares or assists in the preparation of grant applications.
       
    • May represent the Department and act as liaison with other government agencies and the public.

    • Confers with officials, contractors and professionals on Public Works matters.
       
    • Confers with and provides technical advice to other County departments.
       
    • Prepares and reviews ordinances, resolutions, agreements and other legal documents affecting the Public Works Department.
       

     Experience:

    Three (3) years of increasingly responsible engineering experience which has included responsibility for planning and coordinating the implementation of a variety of engineering and public works projects. Additional experience may be substituted for the required education on a year-for-year basis. If assigned to Environmental Health, geological experience can substitute for the engineering experience on a year-for-year basis.

    Education: 

    Graduation from a four (4) year college or university with a degree in Civil Engineering. Environmental Health candidates can have a degree in Mechanical or Civil Engineering, or Geology. Additional experience may be substituted for the required education on a year-for-year basis.

    Registration: 

    Possess and maintain a Valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Environmental Health employees may substitute the Civil Engineering License with a Professional Geologist License.

    License:
    Possess a valid California driver's license at time of appointment and maintain.ESSENTIAL FUNCTIONS

    • Practical application of advanced mathematical calculations and concepts as appropriate for the assigned engineering task.
       
    • Application of logic, scientific thinking, engineering methodology and techniques to develop and evaluate projects, plans, and specifications.
       
    • Operate a personal computer and other office equipment.
       
    • Communicate effectively with others in person and over the telephone.
       
    • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
       
    • Resolve conflicts and respond appropriately to complaints.
       
    • Complete multiple priority projects with conflicting deadlines and under stressful conditions.
       
    • Maintain confidential information in accordance with legal standards and/or County regulations.
       
    • Represent the County with the community and other agencies.
       
    • Conduct field inspections on uneven surfaces under various environmental conditions.
       
    • Make presentations to the Board of Supervisors and other groups.
       
    • Train and evaluate assigned project team members.
       
    • Frequent use of depth perception, peripheral vision and color perception.
       
    • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
       
    • Kneel, bend, twist, squat, balance and crawl.
       
    • Frequent use of hand-eye coordination.
       
    • Frequent use of data entry device including repetitive hand and arm motion.
       
    • Occasionally lift and carry up to 60 pounds.
       
    • Normal dexterity, frequent holding and grasping.
       
    • Sit, stand or walk for long periods of time.

    • Regular attendance is an essential function.

    Knowledge of:
    • Principles and practices of Civil Engineering, design and construction of Public Works projects/or geology relating to Environmental Health.
       
    • Methods and equipment used in engineering construction and surveying.
       
    • Strength, properties and uses of engineering construction materials and testing methods.
       
    • Principles and techniques of organization, supervision, training, program budgeting and monitoring.

    • Accepted safety practices relating to Public Works projects.
       
    • Requirements of the National Environmental Policy Act and California Environmental Act.
       
    • Federal, State and local Codes and laws relating to planning, development and construction of Public Works and/or Environmental Health projects.
       
    • Computer programs and software used for Public Works projects.
       
    Ability to:
    • Prepare construction plans using computer programs and software.
       
    • Plan, organize and direct the work of professional and sub-professional Public Works personnel and consultants.
       
    • Prepare and direct the preparation of legal descriptions and contracts.
       
    • Administer the construction of large Public Works projects.
       
    • Prepare comprehensive reports.
       
    • Establish and maintain effective and cooperative working relationships with governmental agencies, other County departments and officials, and with the general public.
       
    • Analyze situations and adopt an effective course of action.
       
    • Express oneself clearly and concisely, both orally and in writing.
       
    • Updating of professional occupation job knowledge to keep current and informed of new developments relating to the position.
       
    • Evaluate, review and comment on the civil engineering and/or geological information for the evaluation and remediation of hazardous waste sites.
       
    • Interpret hydrological data.
       
    • Understand current engineering and geologic principles for surface remediation.
       
    • Conduct difficult investigations, inspections, and resolve environmental health problems.
