    • Conducts studies of programs, functions, work processes, staffing levels, methods and procedures and other related criteria.
    • Reviews operating regulations and directives and other pertinent sources to gather, correlate, analyze, determine and recommend appropriate effectiveness.
    • Analyzes and evaluates policies, procedures, guidelines and administrative processes.
    • Reviews audit and investigative reports to determine appropriate changes or corrective action required.
    • Responds to management requests to analyze problems and issues.
    • Advises management on a variety of opportunities and options to increase organizational effectiveness.
    • Provides direction and interpretation of administrative policies, procedures and guidelines to managers and co-workers.
    • Establishes relationships with outside resources to develop partnerships and/or alternative funding opportunities.
    • Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with organization’s goals and policies.
    • Prepares directives, memoranda, policy statements and other written guidelines and recommendations.
    • May identify resources required to support varied levels of program operations.
    • May assist with analyzing budget projections and planning, coordinating and developing budget proposals.

    Qualifications

    Specialized Experience Requirements:
    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    To qualify for the GS-11 grade level, 1 year of credible specialized experience equivalent to the GS-09 is required. Examples include, but are not limited to: 1) Performing duties in support of a variety of business operations, administrative services, work processes, and/or management support programs and functions; 2) gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives; 3) providing direction on administrative policies and procedures; and 4) using automated systems and databases to accomplish work activities, manipulate data and produce reports.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of Education for Experience:
    GS-11: Ph.D. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to a Ph.D. degree directly related to the knowledge, skills, and abilities necessary to do the work of the position' OR an equivalent combination of specialized experience and education.
