  • The City of Dana Point is seeking an experienced individual to perform a full range of complex professional, technical, and analytical duties and administrative support tasks for the City’s Public Works Department. 

    The Management Analyst will perform a wide variety of duties relating to contract administration, budget tracking and analysis, legislative review and analysis, administrative support, and other special projects.

    First Application Review will be on April 15, 2024

    SUMMARY:
    Under general direction to perform a variety of complex financial, budgetary, administrative and analytical duties for an assigned department or division; to research, write, and present reports and recommendations on a wide variety of topics or issues; and to do other work as required.

    CLASS CHARACTERISTICS:
    This is a journey level position where the incumbent is expected to perform a wide range of complex administrative and technical duties; and exercises considerable judgment in developing approaches and techniques. Logical thinking is required both in interpreting established policies and in applying concepts, plans and strategies; and assignments may result in compilation of data for a report and/or recommendations for action by management. Position may provide supervision to subordinate administrative or clerical positions.

    This position is at-will and exempt under FLSA standards.Essential job functions may include, but are not limited to, the following: (Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.)
    1. Researches and analyzes a variety of complex financial, budget or administrative issues or questions; reviews records, files, legislation and other resource materials; compiles data; interviews or meets with other staff, representatives of other agencies, business representatives and others to obtain additional information; develops and presents written or verbal recommendations.
    2. Compiles and analyzes data and makes recommendations on the formulation of policies and procedures; reviews, analyzes and makes recommendations regarding staffing, equipment and facility needs.
    3. Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, risk management and operational problems or issues; monitors legislation and analyzes proposed legislation.
    4. Assists in the implementation of new or revised programs, systems, procedures, and methods of operation; may supervise or direct assigned programs and administrative support functions including budgeting, purchasing, or other specialized department programs.
    5. Participates in special projects including research and drafting of new programs, services and/or policies, budget analysis and preparation, and feasibility analyses.
    6. Compiles materials and prepares or assists in the preparation of Council agendas, reports, manuals or publications; designs and implements forms; prepares written materials to explain City programs and procedures. Creates and delivers presentations for City Council and a variety of community groups.
    7. Interacts externally and coordinates assigned activities with other City Departments and outside agencies, community associations and public and private representatives in presenting and distributing official information and answering related inquiries.
    8. Assist in contract negotiations; monitor compliance with applicable contractual agreements.
    9. Coordinate activities and special events with other City departments, the public and outside agencies; attend meetings as a representative for assigned department.
    10. Participate in the preparation and administration of assigned operating and capital budgets; maintain and monitor appropriate budgeting controls.
    11. Prepare and monitor program grants and related proposals.
    12. May serve as staff liaison to a City commission or committee; and provide administrative support and coordination.
    13. May supervise subordinate personnel as assigned.
    KNOWLEDGE OF:
    • Principles and practices of municipal government management including budget preparation and administration.  
    • Methods and techniques for writing and presentations, contract management, business correspondence and information distribution; research and reporting methods, techniques and procedures.  
    • Principles of personnel management including supervision, training and performance evaluation. 
    • Pertinent federal, state, and local laws, codes and regulations.
    • Contract and Franchise Agreement development and management.
    • General knowledge of municipal programs such as, but not limited to, purchasing, personnel, risk management, finance, budgeting, accounting, auditing, or other municipal government related programs.
    • Marketing, advertising, promotion of municipal programs and special events.
    • English usage, spelling, grammar and punctuation.
    • Safe work and driving principles and practices.
    ABILITY TO:
    • Research and analyze financial, budget or administrative issues or questions.
    • Interpret, explain and apply applicable policies and procedures.
    • Understand and carry out oral and written instructions.
    • Develop and present oral and written recommendations on a variety of personnel, budget and administrative issues.
    • Write clear, logical and concise reports and correspondence on a variety of financial, budget and administrative issues.
    • Analyze technical and administrative issues, evaluate alternatives, and make sound recommendations.
    • Administer assigned programs and projects.
    • Communicate effectively and maintain effective, positive and harmonious working relationships with citizens, City officials, staff, and others regarding a variety of City policies, procedures and practices.
    • Use a computer and software programs including Microsoft Word, Excel, Power Point and Outlook, and other specialized programs associated to the position to perform administrative or statistical analysis related to assigned duties.
    EDUCATION AND EXPERIENCE: 
    The following combination of education and experience is most typically likely to provide the requisite knowledge, skills and abilities:

    Bachelor’s degree from an accredited college or university with a major in accounting, business or public administration, finance administration, personnel management, economics or a closely related field. Master’s degree in related fields is highly desirable.

    Three years experience researching, analyzing, and recommending policies, procedures or actions on a variety of administrative issues (specific experience and knowledge may be required for some positions).

    LICENSES:
    Possession of or ability to obtain and maintain a valid California Driver’s License.

    PHYSICAL REQUIREMENTS:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Position requires the ability to perform occasional light lifting and carrying; occasional standing and walking; and sitting for prolonged periods of time. Occasional hand use and finger dexterity needed to use computer keyboard and operate standard office equipment; occasional pushing, pulling, grasping, and reaching may also be required. Good hearing is required when communicating on the telephone or in person.

    WORK ENVIRONMENT:

    The work environment described herein is representative of those an employee encounters while performing the essential function of this job.  Primarily office environment with controlled temperature conditions and exposure to environmental factors and hazardous physical substances are minimal and pose little to no risk of injury.  Occasional driving to meetings and/or events may be required.
