  • Duties

    • Assist the Administrative Officer, Wapato, in providing advisory services through the formulation and implementation of administrative management policies, procedures, operations, goals, and objectives.
    • Participate in meetings and conference calls to discuss a variety of topics being studied.
    • Analyze data using qualitative and quantitative techniques to study the effect on location administration practices and procedures.
    • Prepare material/information for use in meetings and correspondence based on direction from the Administrative Officer.
    • Provide advice to the Administrative Officer and location management officials regarding the implementation impact of any procedures, laws, regulations, and policies affecting any human resources related activities.
    • Develop program performance measures and cost accounting for indirect and support services across the location.

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

    GS-09
    Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience assisting with financial management and contracting; preparing reports or administrative documents; assisting with the management of real property, fleet, or personal property; and informing employees of human resources rules, policies, regulations, or procedures.
    OR
    Education: Completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related to the position. Related degrees may include Program Management, Human Resources Management, Organizational Management, or Business Administration.
    OR
    A combination of education and specialized experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
