Voice Communications Manager is responsible for managing the policies and procedures of voice communications. Ensures uninterrupted access to all voice telecommunication features including voicemail, ACD or PBX systems. Being a Voice Communications Manager oversees the design and implementation of voice telecommunications networks. Selects vendors and negotiates contracts. Additionally, Voice Communications Manager reviews reports on system specifications in support of system upgrades and makes final decision regarding updates. Involved in long-range or strategic voice communications plans. May require a bachelor's degree in area of specialty. Typically reports to a top management. The Voice Communications Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Voice Communications Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Job Summary

    The Human Resource Communications Manager will facilitate and improve communication among employees, the Human Resource department, and executive leadership, to ensure that employees are familiar with the organization’s mission, goals, policies, and expectations. This position will also serve as the point of contact for communications with the citizens of the City of Caldwell through various channels of social media as well as the city website.

    Supervisory Responsibilities:

    • None.

    Duties/Responsibilities:

    • Serves as the liaison and spokesperson for the human resource leadership team, providing collaborative guidance and advice on integrated communication strategies to build employee morale, productivity, retention, and policy compliance.
    • Takes the lead in the research, development, drafting, publication, and distribution of the employee handbook; conducts informational meetings, training sessions, and other communication forums to explain and discuss human resource policies.
    • Communicates initiatives and deadlines to employees in a variety of print, digital, and interpersonal ways; tasks may include creating and publishing company newsletters, calendars, blogs and Intranet posts, and hosting meetings.
    • Receives and reviews proposals for employees benefits from various vendors and makes recommendations to executive management after research and due diligence.
    • Drafts and distributes reference materials such as open enrollment materials, goal and performance review initiatives, and summaries of perks and benefits.
    • Implements, conducts, facilitates, and/or analyzes results of employee morale and retention initiatives such as incentive programs, stay interviews, career development meetings, employee surveys, and exit interviews.
    • Provides guidance and coaching to managers, supervisors, senior leaders, and the HR department on communication strategies; assists with challenges such as low morale, high turnover, absenteeism, layoffs, and other difficult conversations.
    • Maintains knowledge of trends, developments, and best practices in employee retention, morale, recognition, productivity, and incentives.
    • Collaborates with city staff to coordinate the city’s response to expected press inquiries, or community relations matters.
    • Utilizes the city’s website and social media channels to keep citizens informed of current events and happenings directly or indirectly connected to the City of Caldwell
    • Promotes and attends special events and functions; promotes and reports on corporate milestones and activities such as company goals and projects; new products or services; community service activities; and new hires, promotions, and retirements.
    • Arranges for photography and/or press coverage for special events.
    • Performs other related duties as assigned.

    Required Skills/Abilities:

    • Excellent verbal and written communication skills.
    • Excellent interpersonal, counseling, and coaching skills.
    • Excellent organizational skills and attention to detail.
    • Strong analytical and problem-solving skills.
    • Proficient with Microsoft Office Suite or related software.

    Education and Experience:

    • Bachelor’s degree in Human Resources, Communications, Journalism, or related field required; Master’s degree preferred.
    • Prior experience in a communications role required with coaching, counseling, or leadership experience highly desired.
    • SHRM-CP or SHRM-SCP a plus.

    Physical Requirements:

    • Prolonged periods of sitting at a desk and working on a computer.
    • Must be able to lift 15 pounds at times.
