  • Position Description:

    Catholic Community Services’ Southwest – Southern Region currently includes Bertha’s Place and Bertha’s Place Too shelters, which provide a range of services for unhoused individuals. This role encompasses strategic leadership, program development, team management, and a commitment to fostering diversity, equity, and inclusion within all aspects of service provision.

    In addition to leadership-level oversight of these programs (Bertha’s Place and Bertha’s Place Too) this role identifies and pursues new service opportunities to serve unhoused individuals and those experiencing housing instability in all Southwest Washington counties that are served by CCS that are south of Thurston County. This includes a wide array of supportive services associated with these activities, including case management, service coordination with other service providers (both internal and external), and other services. The position will be responsible for managing complex braided funding streams and all aspects of the system, including compliance and reporting.

    As this is the primary leadership position in the Southwest – Southern Region division, the successful candidate will be able to demonstrate a strong understanding of issues relating to homelessness, a passion for helping our unhoused friends and neighbors, and strong administrative/executive leadership skills. Excellent organizational and communication skills are essential, as is the ability to inspire staff and engage in teambuilding. The ability to effectively and appropriately interact with a broad range of people, ranging from unhoused families/individuals to government funders are also necessary.

    The SW - Southern Services Region division has a solid management team to support this role, and the successful candidate should be able to demonstrate a history of effective delegation skills as well as the ability to effectively support their management staff and provide appropriate professional development opportunities with attention to equity. The ability to set professional boundaries with both clients and staff is also required.

    Responsibilities:

    • Promoting diversity, equity, and inclusion by championing diversity, equity, and inclusion within the organization’s culture, policies, and programs, including ensuring equitable access to housing services for families form diverse backgrounds, informed by cultural nuances and needs.
    • Provide strategic leadership and implement strategies aligned with CCS’ mission, vision, and values, aligned with DEI principles, embedding these values into all facets of the SW – Southern Region operations.
    • Advocate for equitable policies and practices in housing and homelessness services at local and state levels.
    • Design and oversee programs that meet the diverse needs of unstably housed and unhoused families.
    • Continuously assess program effectiveness through an equity lens and make necessary adjustments to enhance service quality and equity.
    • Foster a work environment that reflects the values of CCS.
    • Collaborate with government, other providers, and community groups.
    • Lead efforts to build bridges and partnerships with underrepresented communities.
    • Ensure sound, transparent, and equitable financial practices through the development of grants and contracts to support all aspects of program operations.
    • Ensure adequate financial and service delivery tracking systems are implemented to guarantee contract compliance and adequate financial oversight.
    • Ensure compliance with all contracts and grants with city, county, state and federal government, as well as foundations regulations and requirements.
    • Prepare comprehensive reports that analyze program impact, highlighting areas of success and improvement.
    • Utilize data to identify disparities and gaps in service delivery across different demographics, driving targeted interventions.
    • Formulate, interpret and implement management policies and procedures including streamlining and developing practices that are consistent and effective with like programs and services throughout the system.
    • Attend external trainings as appropriate that relate to funding requirements.
    • Ensure a high degree of compliance, oversight, and coordination with applicable partners regarding contracts as they relate to service delivery and compliance.
    • Prepare staff, materials, and files for internal and external audits.
    • Work with leadership teams to ensure the planning and delivery of on-site social services to guests and clients are client-focused consistent with the mission and values of CCS.
    • Responsible for developing and safekeeping a workplace that values and supports a culturally and ethnically diverse work environment.
    • Complete and submit all required reports for funders and CCS in a timely and efficient manner.
    • Track program outcomes and key performance indicators. Communicate these to funders as required.
    • Train staff and oversee quality of service information entered in all formats; including HMIS and any other systems utilized.
    • Build relationships with neighborhood and community organizations and churches to further common goals.
    • Network with other service agencies to ensure continuum of care for residents and guests including recruiting and managing community volunteers, community service volunteers, and mentors.

    Minimum Qualifications:

    • 10 years progressive experience in nonprofit management, preferably in housing, services to unhoused or unstably housed individuals or families, or related field.
    • BA in related field may substitute for 3 years experience.
    • MA in related field may substitute for 3 additional years experience.
    • Five years’ supervisory experience in social service setting
    • Demonstrated knowledge and experience in emergency and transitional housing strategies for adults and families, including development, management, and supervision.
    • Demonstrated financial management experience with multiple, complex funding sources: developing and monitoring contract budgets and performing ongoing financial analysis.
    • Program and fund development experience, including grant writing.
    • Experience working with homeless and disadvantaged persons.
    • Excellent communication and facilitation skills, both written and verbal.
    • Experience organizing diverse groups of community volunteers.
    • Demonstrated ability to establish community relationships
    • Applicant must successfully pass required background clearances prior to an offer of employment.
    • Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.
    • Demonstrate the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
    • Valid Washington State Driver’s License and meet conditions of agency driving policy

    Preferred Qualifications

    • 15 years progressive experience.
    • Experience developing programs for the homeless.
    • Knowledge of Vancouver /Clark County area human services providers.
    • Experience working with diverse communities.
