  • Primary Purpose:

    The Process Safety Manager reports directly to the HSSE Director and is responsible for providing engineering expertise and custodianship to develop and to maintain the site process safety management program. In addition to coordinating inter-departmental activities, the incumbent will be responsible to provide input to a set of KPIs including routine data gathering and reporting. The Process Safety Manager is responsible for Developing IPL lifecycle implementation strategies based on total facility and IPL risk profiles. 

     

    This position is located in Hackberry, LA or Houston, TX depending on the candidate’s location. Houston based employees will be required to travel to the Hackberry location frequently. Transportation Worker Identification Credentials (TWIC) is required. 


    Responsibilities:

    • This position requires strong knowledge in independent layer of protection (IPL) analysis, owning the process, validating IPL-related process safety information (PSI) throughout other facility documentation, drawings and data systems such as operating procedures, DCS systems, P&IDs, and operating limit lists.
    • Prepare and track KPIs according to API 754. Follow up on exceedances, prepare actions plans with input parties. Develop and execute systems and procedures that will strengthen internal knowledge and compliance to PSM topics, i.e. Overall ownership of the PSM program.
    • Responsible for developing an in-house Process Safety Management program that will meet or exceed FERC and PHMSA requirements. This will include coordinating other departments, roll-out, culture change activities, update of documentation, alignment to relevant standards where required, etc.
    • Responsible for compliance management to the in-house Process Safety Management program, provide a dashboard of the status for management.
    • Responsible for generating and managing a set of annual KPIs for the requirements of the Process Safety Management program, consistent with applicable standards and guidance. Shall provide suggested targets to parties responsible for individual requirements and attain management buy-in. Responsible to collect data for these KPIs on a monthly basis, use these KPIs to influence change and for management reporting.
    • Responsible for PSA Program (Process Safety Assessment/re-HAZOP) for the cumulative change effect on the process and utility facilities. This includes high level planning, (part-time) attending sessions, clarifying actions and appropriate closure dates, follow-up of action status with responsible parties, and providing monthly reporting on PSA actions status.
    • Will co-ordinate / facilitate minor HAZOP sessions, desktop safety reviews as required for minor capital projects and plant changes (MOCs).
    • Will be able to apply the LOPA (Layer of Protection Analysis) methodology to various plant configurations as an assessment tool. Promotes culture of safety barrier thinking. Should also be able to lead risk assessments for any plant activity as required.
    • Will provide reporting feedback / data for all FERC and PHMSA audits working in conjunction with the regulatory affairs dept.
    • Will maintain a database of Hazop, PSA, LOPA and risk assessments that have been performed, be able to utilize these records to maintain a high standard and as a reference tool to minimize re-work and /or diluted assessments.
    • Leads and/or participates in incident investigations as a neutral and objective party. Uses Tripod and RCA type investigative tools to determine real causes of incidents. Defines effective actions in order to prevent recurrence. Ensures that incidents follow the appropriate internal protocol by follow-up with incident owners and investigators.
    • Performs other duties as assigned.

     

    Qualifications:

    Education:

    • Bachelor’s degree  

     

    Experience:

    • Minimum of ten (10) years’ experience in LNG, petrochemical/oil & gas or services provider with PSM experience

     

    Skills/ Knowledge/ Abilities:

    • Strong knowledge in Process Safety Indicators API 754 standard and OSHA PSM 29 CFR 1910.119 is required.

    • Broad knowledge of process safety, process safety management, plant design as related to safety implementation, siting, firefighting, fire proofing, relief cases, HAZOP.
    • Calculations to determine the Safety Integrity Level (SIL) of the Safety Instrumented System (SIS).
    • Dispersion, overpressure, release modeling.
    • Computer skills including, MS Office Suite (Word, Excel, Access, PowerPoint, MS Project, Visio, Adobe Acrobat Professional), SharePoint, etc.

    • The candidate should have a working knowledge of industry and government standards. 

    • High level of HSSE knowledge.
    • Strong written, verbal and interpersonal communication skills with the ability to be diplomatic and persuasive.

    • Ability to communicate fluently in English.
    • Organized and able to manage multiple activities timely and with a high degree of accuracy.
    • Self-starter with ability to work strategically with minimal direction.
    • Driven to meet and exceed performance parameters and work deadlines.
    • Strong attention to details.
    • Able to prioritize and execute tasks in a high-pressure environment.
    • Able to remain calm and effective in emergencies.  Understands and deals comfortably with a sense of urgency.

    • Ability to establish and maintain effective working relationships with terminal facility employees, vendors, and suppliers.
    • Possesses the personality and ability to relate to and to establish a mutually respectful relationship with 1) management, 2) peers and 3) the various facility level workers whom are all responsible for ensuring good operations. 

     

    Physical Requirements:

    • Must be able to stand, walk, climb, run, sit, kneel, twist, bend, pull, push, carry, lift, reach overhead and drive. Most activities involve movement of either the upper and lower body extremities or both and the joints associated with these areas of the body.
    • Must be able to enter confined spaces.
    • Must be able to walk on uneven surfaces and climb stairs and ladders that ranges from 4 ft to 200 ft.
    • Must be able to lift equipment needed to perform work.
    • Must be able to wear safety equipment and other protective equipment as needed to perform job.
    • When outdoors, this classification is exposed to extremes of heat, cold, loud noise and dust. 
    • Must be able to sit at a desk and operate a computer for extended periods of time.
    • Must be willing to be on call, work outside of normal business hours as required and handle emergency response responsibilities.
    • Must be able and willing to travel for trainings and/or meetings as required.
