Wealth Management Specialist develops individualized wealth management financial plans and recommendations to help clients attain financial goals by selecting investment solutions to minimize risk and grow wealth. Uses broad knowledge of investment products to educate clients on available investment options and create planning scenarios for retirement, education savings, and other financial objectives. Being a Wealth Management Specialist keeps abreast of economic conditions and new financial products to inform and advise clients on potential enhancements to existing financial plans and create up-sell opportunities. Monitors client portfolios to ensure appropriate risk profile. Additionally, Wealth Management Specialist follows all regulatory and organizational policies and procedures. May be involved with selling or coordinating the purchase of additional financial products or services to clients. Requires a bachelor's degree in finance, accounting, business or equivalent. May have the Certified Financial Planner (CFP) designation. Typically reports to a manager. The Wealth Management Specialist work is generally independent and collaborative in nature.   • Position Summary:

    IEM is looking to bring on a Full Time-Grant Management Specialist II (GMS II) who will support IEM’s Team with its efforts, working hand-in-hand with the state /local government and private non-profit representatives to guide them through the Grants process. IEM’s GMS II is responsible for assisting applicants with implementing and managing their Federal grants (BEAD or other grant programs) and providing grants-related assistance and service for IEM’s management and staff.

    The GMS II has an intermediate level of proficiency of demonstrated experience in applying the rules and regulations to situations encountered within the respective grant program they have prior experience with and has the required practical experience.

    The GMS II understands and can discuss the application and implication of changes to the rules and regulations and process changes within his/her areas of expertise. The GMS II must be capable of coaching the GMS I as well as assist in the development of reference and resource materials.

    Primary Location:

    • Several possible states in which work will occur are Arizona, Pennsylvania, Nebraska, New Hampshire, Vermont, Massachusetts, Ohio, Oregon, and Kentucky however, more states may be added.
    • To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 0 – 5 days a week.
    • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

    Travel Requirements:

    This position may require travel to complete work assignments or attend meetings.

    Essential Functions:

    • Prepare, process, track and submit on behalf of the Applicant/Sub-applicant (Recipient/Subrecipient) including all required schedules and documentation and responding to Federal Awarding Agency Requests for Information (RFI) for the:
    • Lead and support the delivery of services to clients.
    • Draft plans, reports, and assessments based on research and analysis.
    • Research and analyze federal regulations.
    • Support the development of administrative and programmatic policies and procedures.
    • Develop tools, forms, and templates to support clients’ adherence to applicable regulations.
    • Monitor federal grantee and subrecipient activity for compliance with federal regulations.
    • Requests for closeout documentation.
    • Conduct research and analysis for clients, stakeholders and the general public.
    • Draft documents, memos, letters, and other formal communications to clients.
    • Provide Technical Assistance to grantees and subgrantees and contractors.
    • Required award/subaward financial and performance reporting, milestones and deliverables requirements.
    • Site visit verification for quality assurance and inspection of program systems
    • Collaborate with IEM’s Disaster Recovery Specialists to identify and elevate financial or administrative issues for resolution, including responding to Federal Awarding Agency or Recipient Request for Information.

    Minimum Qualifications:

    • Three (3) years’ experience with Grants
    • Bachelor’s degree from an accredited college or university with a major in accounting, business administration, public administration, emergency management, insurance, or related field. An equivalent combination of training and experience may substitute for a degree.
    • Intermediate level of understanding with Title 2 of the Federal Code of Regulations (CFR)
    • Intermediate level of understanding with Federal Awarding Agency’s respective Title of the CFR including cross-cutting Federal rules and regulations.
    • Intermediate level of understanding with applicable State rules and regulations.
    • Intermediate level of understanding with Federal Awarding Agency, State or Recipient program policy rules and guidance
    • Intermediate level of understanding with Recipient/Subrecipient’s internal management policies, procedures, and practices.
    • Intermediate level experience in grants management, program management, emergency management, or administration of disaster recovery programs.
    • Intermediate level of knowledge of grant management, accounting and business management, and budget preparation procedures, and department administration.
    • Demonstrated ability to interpret grant policy and procedures, to read and interpret grant guidelines and contracts, and to communicate effectively orally and in writing.
    • The ability to write reports, conduct analysis, and prepare/conduct briefings.
    • The ability to assist with the development of and provision of training to support the recovery process.
    • Intermediate level experience using Federal, State and Local grants management workflow software and documentation management systems at either the Federal, State, Local Recipient/Subrecipient level.
    • Intermediate level ability to use provided IT tools and document management tools to create, organize and maintain project documents.
    • Intermediate level knowledge of standard office procedures and intermediate computer operations to include a working and functional use (preferred intermediate to advanced) of all Microsoft Office applications including Word, Outlook, and Excel as well as smartphone /text usage.
    • Ability to effectively communicate (written and orally) with team members and local, state and federal stakeholders.
    • Solid written, verbal and organizational skills.
    • Ability to work independently with minimal supervision as well as within a team framework to accomplish objectives under a tight deadline.
    • Able to remain flexible and adapt quickly to changes during each assignment.
    • Must be willing and able to obtain and maintain a federal security clearance through an extensive government background check with fingerprints.

    Preferred Qualifications:

    • Knowledge of broadband/telecommunications and broadband related subjects.
    • Knowledge of other federal grant programs such as Treasury ARPA, CARES Act and CDBG grants.
    • Knowledge of broadband/telecommunications legislation with the ability to research, organize and write reports, conduct analysis, prepare/conduct briefings and provide training to support recovery process.
    • Professional registration or certification including Certified Grants Management Specialist, Project Management Professional.
