GEM Technologies, Inc. (GEM) is seeking a HR Administrator to join our team. This position is full-time and will support the Hanford Site in Richland, WA.
Requirements:
- High School Diploma and 2 years of relevant experience.

Strong technical, administrative, organizational, and records maintenance capabilities.

Experience maintaining and extracting date from systems, sorting, analyzing, creating reports, and preparing documents for review.

Experience assisting with interpretation and implementation of local policies, regulations, and guidance.

Experience working with employees and supervisors in preparing documents and reviewing for accuracy.

Experience managing inventory and tracking budgets.

Proficiency in word processing equipment/personal computer using Microsoft Windows environment and Microsoft Office Word, Outlook, Excel, and PowerPoint; database and internet management tools.

Ability to communicate effectively both orally and in writing, to interpret information, resolve problems, and interface with all levels of management throughout the Hanford Site, sufficient to perform the major duties of the position.

Ability to manage work environment and workload with minimum of supervision based on knowledge of work priorities.

Overview:
- Maintain online data in any automated personnel subsystems.

Initiate manually or electronically Standard Form 50 (SF-50) and related forms and documents to affect the full range of personnel actions within the DOE Corporate HR IT system (CHRIS).

Monitor initiate SF-50 actions through-out the process and troubleshoot as needed.

Assists with the onboarding/orientation process for all new employees on all aspects of employee HR needs.

Assist in managing the electronic position description (PD) libraries within the HWFM Shared Drive.

Assist with studies, analyses, scenarios, and reports relating to RL/ORP personnel-related programs or initiatives.

Assist with development, interpretation, and implementation of local policies, regulations, and guidance.

Answer general questions from supervisors and employees regarding procedures for classifying and staffing positions.

Provide support to the Human Resources Information Systems administrator, including DOE Info and the Human Resources Reporting Application.

Assist employees and supervisors in preparing paperwork related to HR actions to include but not limited to within grade increases, career ladder promotions, and benefits related documents.

Contact individual employees or supervisors to resolve questions before initiating personnel actions within 3 days of receipt.

Provide customers information on HR systems, processes, and procedures.

Provide support to Resource Manager and ER/LR Specialists involved in one or more HR functional areas.

Assist Resource Manager and organizational staff with the creation of the Human Capital Management Plan, Succession Plan, and Reorganization Packages.

Draft and update organizational charts.

Draft reports of analysis, scenarios relating to RL/ORP personnel related programs or initiatives based on due dated given to the organization.

Maintain files, position description library, and other HR information documents on the HWFM shared drive.

Create and maintain interview surveys, onboard reports, and other tools for use in Workforce Management for the Resource Manager and organizational senior leadership.

Collect and compile HR metrics and data from a variety of sources including the human resource information systems and payroll outputs, management, and employee surveys, exit interviews, employment records, government labor statistics, best practices from other federal agencies, local onboard reports, and other sources.

Analyze data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, diversity, retirement eligibility, staffing strength, gains and losses and time to hire.

Prepare reports of data results such as exit interview survey, onboard reports, position strength reports, In-depth organizational strength breakdowns and any other identified reports needed. Break down reports by organizational structure, present and explain findings. These reports will be provided to senior leadership of the organization.

Serves as backup to Awards and Recognition Program Administrator with preparing award justifications for review, locating, and completing supporting documents, and monitoring awards workflows in the appropriate systems.

Serves as backup to HR Operational and Business Support (Performance and Awards).
Clearance & Citizenship Requirement:

About the Site:
The Hanford Site, located within a 580-square-mile section of semi-arid desert in Richland, Washington, was established in 1943 as part of the Manhattan Project to produce plutonium for national defense. Here, the DOE focuses on environmental restoration, waste management, scientific and environmental research and development of radioactive waste technologies. Under the Tri-Party Agreement, lower-level hazardous wastes are buried in huge, lined pits that will be sealed and monitored with sophisticated instruments for many years (energy.gov).
