1. PRIMARY PURPOSE -
Under the direct supervision of the Director, HES, this position is responsible for a broad range of responsibilities related to creating, developing and conducting a variety of training programs for the Homeless & Emergency Services department. Additionally, responsible for administrative and departmental support as directed by the Program Director.
2. ESSENTIAL DUTIES AND RESPONSIBILITIES -
- Assesses training and development needs through surveys, interviews, focus groups, meetings, and communication with managers, front line staff, and participants.
- Develops and designs various training programs; delivers training to employees using a variety of instructional techniques.
- Researches, creates, and customizes professional-quality training materials for classroom and online training.
- Develops criteria for evaluating effectiveness of training and regularly monitors and reports results to management, along with recommendations for improvement as appropriate.
- Develops unique training programs to fulfill workers specific needs to maintain or improve job skills.
- Creates and/or acquires training procedure manuals, guides, and course materials.
- Presents training and development programs using various forms and formats including group discussion, lecture, simulations, and videos.
- Assesses training materials prepared by instructors.
- Evaluates and updates training programs to keep current with new techniques and technologies; develops and maintains contact with professional associations, colleges/universities, and other resource agencies.
- Maintains knowledge of the latest trends in training and development.
- Evaluates program effectiveness through assessments, surveys, and feedback.
- Prepares reports, memoranda, analytics, and other job-related correspondence.
- Performs administrative tasks such as maintaining attendance, training database, scheduling classes, setting up equipment, coordinating enrollment, results of tests and assessments, etc.
- Create a positive team atmosphere providing quality service to clients, staff and volunteers through active listening, positive problem solving, and timely responses.
- Follow, adhere to, and advance all HES Department program policies and procedures.
- Complete specialized training that meet HES funding requirements. This includes, but is not limited to: De-Escalation, Trauma informed care, Coordinated Entry, Non-Violent Communication, Harm Reduction, Fair Housing, Domestic Violence Support, and Mental Health First Aid.
- Ensure all hard copy and electronic client files are updated, accurate, and in compliance with all City, State, Federal, and Private grant requirements.
- Understanding of how data and critical client information is entered into the Homeless Management Information System (HMIS) on a consistent basis.
- Develop strong working relationships with key community partners slated to provide resources at the HES sites.
- Support HES Coordinated Entry system, including implementing best practices and data tracking measures, system racial equity analysis, and leading community case conferencing meetings.
- Assist the Director and/or Program Managers in preparing and tracking data, special projects, and grant applications.
- Collaborate with the HES Program Manager and the Housing Initiative Director related to program needs.
3. OTHER DUTIES AND RESPONSIBILITIES -
- Maintain adherence to Company policies, safety/ergonomic standards and good housekeeping practices.
- Perform other duties and responsibilities as required.
4. MINIMUM QUALIFICATIONS AND EXPERIENCE -
- Previous experience/education in training and development, organizational development, instructional design, or closely related field which provides the knowledge and abilities necessary to perform the work will qualify.
- Must be able to maintain a high level of professionalism and confidentiality.
- At least two years of adult training/teaching experience in a professional setting with demonstrated capacity to design training and development programs.
- Behavioral Health certifications are highly desirable.
- Basic understanding of Oregon Administrative Rules.
- Ability to work independently and collaboratively in a fast-paced dynamic environment.
- Excellent verbal and written communication and presentation skills.
- Strong presentation skills.
- Adept with a variety of multimedia training platforms and methods such as evidenced based practices.
- Ability to evaluate and research training options and alternatives.
- Ability to design and implement effective training and development.
- Extremely proficient with Microsoft Office Suite and related program software.
- Principles and methods for curriculum and training design and measurement of training objectives.
- Understanding of Housing first, Trauma informed, Oregon Administrative rules, Behavioral Health, Unhoused Models and other systems of care.
- Strong knowledge of instructional design principles and adult learning theory.
- Current training trends and resources.
- Planning, organizing, and coordinating the execution of training and development programs.
- Online training techniques and creating online training.
- Logic and reasoning to identify the strengths and weaknesses of alternative solutions or approaches to problems.
