    Job Description

    Job Overview/Summary: The Community Wellness Program Manager oversees the strategy, development, implementation, and completion of all grants, contracts, and direct services related to our Health Promotion and Mental Health Programs. Responsibilities include supervision of all staff within the Community Wellness Department to ensure compliance with program/funder requirements, grant development, and people management. The Community Wellness Program Manager develops and implements early intervention mental health programming and peer support services that aid the health and wellbeing of refugee and immigrant communities. The position will be responsible for strengthening and maintaining partnerships with funders, community-based health organizations, and streamlining the referral process. The Program Manager develops and maintains standards for collecting data and reporting outcomes according to project objectives. This position reports to the Senior Manager of Protection and Wellness. This is a full-time, exempt position. 


    Responsibilities include, but are not limited to:

    Oversight of Programs:

    • Effectively manage the development, implementation, compliance, and closure of all grants and contracts within the department.  
    • Responsible for the development of grant proposals and reports related to all areas of grants and contracts within the department.  
    • Monitor the provision of services through regular, systematic case file reviews and quality assurance protocols including data QA to ensure compliance with donor requirements and provision of quality services. 
    • Oversee department program budget and manage expenses to ensure costs are maintained within allocated budgets. 
    • Oversee and ensure the Community Wellness team is working effectively toward, and reaching, program targets and deliverables. 
    • Responsible for tracking finances and program budgets, reporting, and grant compliance of programs falling under the scope of Community Wellness; monitor sub-grantees and ensure timely, accurate services and reporting. 
    • Develop and manage a system to track and monitor program efficiency and outcomes, including screening tools. Design client satisfaction surveys, program evaluation and outcome tracking tools. Track data and write programmatic reports. 

    Staff Supervision and Other Responsibilities:

    • Participate in program team meetings, staff training, and provides community presentations. 
    • Work with IRC Sacramento leadership and IRC Technical Advisors to develop, implement, and monitor programs and services that serve the needs of at-risk clients.
    • Oversee department team members; formally evaluate team and individual performance to ensure objectives have been met. 
    • Provide professional development opportunities for staff and ensure internal and external training aligns with staff interests and development areas.  
    • Recruit and train staff in all aspects of programs responsibilities.  
    • Oversee the strategic development of partnerships in the community that will enhance and streamline relevant service provision; Maintain current partnerships; Represent IRC in public, professional and governmental forums, advocating for client needs within the community. 
    • Facilitate interdepartmental communication and information sharing for monthly newsletters, program reports, etc.  
    • Other duties as assigned.


    Key Working Relationships:  

    Position Reports to:  Senior Manager, Protection and Wellness

    Position directly supervises: Community Wellness staff (i.e. Mental Health and Health Promotion staff)

    Other Internal and/or external contacts:  

    Internal: Collaborate closely with other departments where there is overlap in client caseload, including communication with other department managers. Coordinate with Finance, Community Engagement, and Development teams as needed. 

    External:  Community-based organizations, employers, and workforce agencies. 


    Job Requirements:

    • University degree (four-year, Bachelor’s level education) with an emphasis in Social Work, Public Health, International Health, Creative Arts Therapy or an equivalent field of study required; Master’s degree preferred.
    • 5 years related professional experience required; health/mental health background preferred; A significant portion of this experience should include responsibilities in public health, social services, and/or humanitarian relief. MSW, MFT, LCSW, LCAT, or MPH preferred.
    • Experience managing programs, grant writing, case management, health advocacy, community outreach, and partnership development; Teaching/training experience preferred;
    • Strong analytical and training skills; excellent written and oral communication skills. 
    • Experience working with refugees, immigrant populations or vulnerable populations required; International and cross-cultural work experience preferred.
    • Interpersonal skills, strong English writing and communication skills. Bilingual preferred.
    • Highly organized self-starter with effective problem-solving skills, effective time management.
    • High level of energy, motivation, and commitment to continuously improve service delivery.
    • Proven ability to work independently and as a team member in a fast-paced, cross-cultural environment.
    • Proficiency in Microsoft Office applications: Word, Excel, Teams, Outlook.
    • Possess reliable transportation, valid US driver’s license, and active insurance policy.

    Working Environment:   

    • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities. 
    • Offices hours are scheduled as Monday-Friday, 9:00am-5pm. Occasional evening and weekend hours may be required.

    Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
