The Coalition of Orange County Community Health Centers (Coalition OC) is a membership organization that represents the interests of the health centers that serve Orange County’s most vulnerable patients – those who are either uninsured or underinsured and face disproportionate risks due to structural racism and discrimination, and who our public health system too over overlooks. The Coalion OC’s membership includes 26 community health centers, collecvely operang over 70 sites throughout the county and serving over 350,000 paents with over one (1) million visits per year. Member health centers provide quality preventave and primary care, oral health, mental and behavioral health, program eligibility, health screenings, food and rental assistance, and more.

Job Summary
The Program Manager for Workforce and Workforce Development at the Coalition of Orange County Community Health Centers plays a key role in planning, implementation, and evaluation of workforce related initiatives. This position reports to the Vice President of Healthcare Operations, and involves collaborating community health centers, educational institutions, and other stakeholders to develop and sustain a skilled and diverse healthcare workforce.
The Program Manager will lead multiple workforce development initiatives managed by the Coalition OC, as efforts to address workforce gaps, enhance staff development, and ensure that community health centers have the resources and talent needed to deliver high-quality value-based care.
Key Responsibilities
Strategic Planning
o In collaboration with the VP of Healthcare Operations and member health centers, assist in development and implementation of a strategic workforce plan.
o Conduct regular assessments of workforce requirements and trends to inform strategic decision-making.
Partnership Development
o Establish and maintain partnerships with local educational institutions, training providers, and government agencies to create pathways for healthcare professionals.
o Collaborate with member health centers to manage placement of students.
o Build and manage relationship with students, health center members, academic partners, and other key stakeholders.
Program Development
o Develop training and professional opportunities for student and healthcare staff to enhance their skills.
o Manage ongoing workforce grant programs/initiatives.
o Provide consultative services to health centers to address their needs in area of worker recruitment and retention, training, and other human resource management practices.
Resource Management
o Manage grant-funded programs related to workforce and workforce development, ensuring compliance with grant requirements and deadlines.
o Identify and pursue funding opportunities to support workforce initiatives and programs.
Data Analysis and Reporting
o Collect and analyze data related to workforce trends, staffing levels, and program outcomes.
o Prepare and present regular reports highlighting key metrics and accomplishments.
Advocacy and Outreach
o In partnership with the Director of Policy and Government Affairs and the VP of Healthcare Operations, identify and advocate for policies and initiatives that support workforce development at the local, state, and national level.
o Engage in outreach activities to promote awareness of career opportunities in community health centers.
Training and Capacity Building
o Build the capacity of member health centers to recruit, train, and retain highly skilled workforce.
o Identify and implement training on key topics to build health center capabilities.
o Provide support and consultation to aid health centers in building their workforce capabilities.
Qualifications
· Bachelor’s degree in public health; health administration; social work; public administration (Masters Preferred)
· Minimum of three (3) years’ experience in the healthcare sector
· Experience with workforce programs (strongly preferred)
· Strong project management skills with the ability to lead and coordinate complex programs and initiatives.
· Excellent communication and interpersonal skills.
· Strong attention to detail and ability to manage multiple tasks and priorities.
· Ability to work independently and as part of a team and should be comfortable with a wide range of stakeholders (takes initiative and anticipates needs).
· Familiarity with grant management and reporting
· Ability to work collaboratively with diverse stakeholders.
· Passion for mentoring and developing students.
Compensation and Benefits
The Coalition or Orange County Community Health Centers offers group health, dental, vision,
accident, and life insurance. The Coalition pays for 90% of employee’s health and dental
insurance premium prorated by the hours worked. Spouse and dependent coverage is also
available at a group rate and is paid by the employee. Employees are offered paid vacation and
a generous holiday schedule. In addition, eligible employees may participate in a 401(k)
program with an employer match.
Salary Range: $70,000-$100,000 – commensurate of experience.
