Workers Compensation Administrator II administers the workers' compensation program for an organization. Implements a consistent process for recording, investigating, and reporting workers' compensation claims complying with laws and regulations. Being a Workers Compensation Administrator II prepares and submits required reporting and documentation to OSHA, state and local agencies, and other entities. Monitors all claims and liaises with the employees, managers, insurance representatives, union representatives, medical staff, and attorneys involved with a case. Additionally, Workers Compensation Administrator II communicates case status details and necessary information to involved parties, including notifications of hearings, outcomes, return to work, or restrictions. Performs periodic reviews of overall cases to identify trends. Maintains up-to-date knowledge of all regulations and laws for reporting workers' compensation. May coordinate or assist with safety programs focused on injury prevention or facilitate accommodations for workers. May require a bachelor's degree. Typically reports to a manager. The Workers Compensation Administrator II occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     Legal Services is seeking a Workers’ Compensation Adjudicator 4 to join the State Fund team. In this position,  you are responsible to review and analyze protests to "appealable only" orders and appeals to the Board of Industrial Insurance Appeals (BIIA) from decisions involving coverage, extent of entitlement to benefits, jurisdictional matters and other contested decisions to determine if the decisions are factually supportable and legally defensible.   
     
    Within this role you will audit decisions to determine if they should be changed, modified, reversed or affirmed. Additionally you will manage a complex workload, attempt to resolve contested cases, negotiate settlement resolution, and act as a representative in the process of mediation.

    • Adjudicate claim protests and appeals, determine if the decisions should be changed, modified, reversed or affirmed. 
    • Work to resolve contested cases through negotiations with interested parties to reduce litigation on workers' compensation cases. Negotiate settlement resolution in keeping with the Industrial Insurance Act, Case Law and established rules of the department RCW's and WAC's. 
    • Provide feedback and recommendations to assist customers in moving claims towards resolution. 
    • Communicate with workers, employers, legal representatives and providers concerning individual cases and appropriate application of the Industrial Insurance Act, pertinent rules and policies. Document legal analysis, prepare correspondence, and issue orders. 
    • Serve as point of contact assisting the Office of the Attorney General staff as needed in defense of claims appealed to the BIIA. 
    • Act as settlement authority for the department in mediation or litigation at the BIIA. 
    • Testify as a department witness or subject matter expert during hearings at the BIIA.

    Required:
     
    Successful completion of the Department of Labor and Industries Workers’ Compensation Adjudicator 2 Apprenticeship program 
    AND 
    One year of experience as a Workers’ Compensation Adjudicator 3. 
     
    OR
     
    Bachelor’s degree AND Three years of experience in adjudicating workers’ or crime victims’ compensation insurance claims, or adjudication of time-loss payments. 
     
    OR
     
    Equivalent education/experience. 
     
    **Thorough knowledge of RCW’s, WAC’s, case law and policies governing the workers’ compensation system.

    • Excellent written and verbal communication skills. 
    • Must have ability to apply critical reasoning skills.
