(Management Analyst 4)

Who we are:
The Workforce Training and Education Coordinating Board (Workforce Board) was created to provide planning, coordination, evaluation, monitoring, policy analysis, and advocacy for agencies and programs involved in education, training, and support services across Washington’s comprehensive workforce development system. The Board and agency staff work with a broad cross-section of administrative agencies, stakeholders, and partners to keep abreast of issues and trends affecting businesses, workers and jobseekers, and communities of all types.

What you will be doing:
As a Workforce Policy Associate, you will play a pivotal role in advancing the Workforce Training and Education Coordinating Board's mission by conducting thorough policy analysis, identifying key issues, and integrating best practices to drive forward the state's workforce development objectives. Working under the direction of the Workforce Service Integration Manager, you will be responsible for tracking legislative changes, synthesizing complex information, and crafting impactful policy briefs and presentations. Your role will also involve engaging stakeholders, coordinating projects, and providing essential administrative support to ensure the success of workforce development programs and initiatives. By collaborating closely with a diverse network of partners and senior professionals, you will contribute to the development and implementation of strategic plans that aim to foster talent and prosperity for all within the state. This position offers a unique opportunity to make a meaningful impact on shaping workforce policies and programs to benefit communities across the region.
Duties
Some of the duties include:

Monitor and evaluate state and federal laws and policies impacting workforce development, aligning with state objectives and WIOA mandates.

Collaborate with internal and external teams to develop evidence-based policy proposals reflecting stakeholder input and strategic objectives.

Conduct in-depth research, synthesize data, and formulate policy recommendations.

Serve as a subject matter expert on workforce development matters, advising stakeholders including agency leadership, legislators, and the public.

Investigate best practices, identify trends, and provide actionable insights to inform policy making and program development.

Lead collaborative meetings with diverse stakeholders to drive integrated workforce development strategies and policy dialogues forward.

Cultivate positive relationships and garner support for initiatives by serving as a liaison to various stakeholders.

Design, manage, and monitor project plans and compliance with legislative requirements for Board initiatives.

Provide technical assistance and develop resources for Board subcommittees and local workforce development boards.

Analyze legislation, evaluate programs for improvement, and advocate for workforce policy through interactions with legislators and direct testimony in legislative sessions.

Qualifications
Required Qualifications:
-
Proficiency in Microsoft Office suite, particularly Word, PowerPoint, and Excel;
-
Excellent written and oral communication skills, interpersonal skills, and the ability to present to and engage with diverse audiences;
-
Excellent organizational skills and the ability to plan, coordinate, and complete multiple tasks and assignments effectively and on a regular basis, with little supervision or oversight;
-
Strong facilitation, relationship-building, and mediation skills, with experience in consensus-building among diverse stakeholder groups with competing interests; AND
-
Demonstrated ability to research state and federal regulations, policies and best practices, analyze data, develop policy recommendations, combine administrative data, research results, and field experiences to craft compelling narratives that influence policymakers and stakeholders.
In addition to the above required qualifications, a candidate must possess one (1) of the following required experience and/or education options:
[OPTION 1]: Six (6) years of experience in workforce development or related field.
[OPTION 2]: Six (6) years of experience conducting legal research and analyzing policies, laws, rules, or regulations to develop policy and procedure.
[OPTION 3]: Six (6) years of combined education and/or experience in related fields.
Preferred Qualifications:-
Eight (8) years of experience in workforce development or related field, OR experience conducting legal research and analyzing policies, laws, rules, or regulations to develop policy ad procedure, OR comparable combination of education and experience.

Knowledge of WIOA, or Washington workforce system and its implications for state and local workforce development programs and stakeholders.

In-depth knowledge of government organization and administrative procedures, office methods and procedures, business processes involving project management, agency policies and procedures;
-
Experience working within a state or local workforce development board, service provider, training provider, educational institution or similar entity.

Familiarity with state legislative processes and systems.

Knowledge of federal grant processes, strategic planning, proposal development and/or compliance reporting.
