Utilizes hiring, sourcing, attrition, and productivity metrics to provide actionable insights about the current and future states of a workforce. Being a Workforce Analyst applies predictive models and methods to develop short and long-term forecasts. Produces reports and visualizations that provide easy to understand information required for decision making. Additionally, Workforce Analyst typically requires a bachelor's degree or equivalent. Clackamas County is looking for an experienced, highly motivated individual to join the Workforce team within Children, Family & Community Connections (CFCC) Division.
The Workforce Specialist (classified as a Job Development Specialist) will assist residents with their self-sufficiency goals which may include GED completion, vocational training, life skills, wrap-around services, career planning, college, job readiness and direct job placement. You will work directly with program participants (clients) meeting them at CFCC’s onsite Employment Lab, supported housing sites and other locations within Clackamas County dependent upon participant needs and program requirements.
The Workforce Specialist works with program participants to develop highly customized and client centered employment and training plans. Workforce Specialists possess the ability to work closely with program participants, funders and community partners. They create relationships with education partners and area employers to provide enhanced opportunities for program participants. Workforce Specialists are responsible for documenting participant engagement and progress in meeting goals and to adhere to program compliance guidelines.
Successful candidates will have experience working in structured, formalized employment programs and be detail-oriented; computer savvy and efficient in the use of technology, collaborative, able to effectively navigate resources and services, attentive to participant needs and have experience in working with individuals experiencing highly stressful life events such as long-term unemployment, homelessness, incarceration, domestic violence, substance use disorder, mental and physical health conditions. Candidates must be able to manage multiple time-sensitive priorities and be able to work both independently and as part of a team.
The ideal candidate will have experience working with and advocating for individuals with barriers to education and employment. Candidates must demonstrate understanding and respect for, the diverse populations we serve; have the ability to instill hope in others; have completed some personal reflection and growth in their own equity journey; foster an open and productive work environment; and have previous successful experience as a job developer with the ability to initiate partnerships with the business community on the behalf of the program participants we serve. You will be expected to participate in and support increased diversity and equity within our team, division, department and county.

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). The daily work hours are 7:30am to 6:30pm.
This position is eligible for limited hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
Although eligible for hybrid work, this position will be primarily on-site. This position will have the opportunity for limited remote work after 6 months of successfully completing onboarding and training.
