Job Description-
The Senior Business Analyst is tasked with defining and
documenting the necessary work using Azure DevOps. This includes handling
the annual
opening processes for the 16 USDA Food programs, encompassing tasks such as
opening
applications, submitting and processing claims, and monitoring review
processes.
Additionally, the analyst will address maintenance work and improvement
needs on
WINS, integrate new features requested by Business Owners, implement a New
Household Eligibility application, manage the Direct Certification rewrite
and its
dependencies on other WINS features, oversee the implementation of the
Permanent
EBT program, and address FNS reporting needs. Furthermore, the analyst will
play a
pivotal role in assisting the Funding and Disbursement Department with
WINS/USDA related funds. This comprehensive approach ensures the efficient
functioning and
continuous improvement of the nutrition support system. SUPPLIES AND/OR SERVICES REQUIRED: The Senior Business Analyst will focus on the
annual implementation (opening of the program applications,
submitting/processing of
claims, and monitor review processes) of the USDA Food Programs in the
Web-based
Illinois Nutrition System, and Direct Certification to improve the data
collection process
of the Household Eligibility application (HEA) and Permanent Electronic
Benefit Transfer
(PEBT) program and related agency projects. ISBE SYSTEMS ENVIRONMENT ISBE: currently operates and supports a multitude
of applications to conduct its business processes on various platforms
using web-based,
client server, and mainframe technologies. ISBE initiatives have
incorporated the use of
web-based tools utilizing Microsoft .NET as the primary application
development
platform and Microsoft SQL Server as the relational database management
system. ISBE
operates a Windows-based environment using the Microsoft Office Suite for
staff in its
Springfield and Chicago offices. Web-based applications developed under
this contract
will be browser independent and run on Windows-based PC and Mac operating
systems.
In addition, the selected Vendor is required to follow current ISBE
application
development standards and procedures while ensuring maximal security. All
technical
solutions require approval from ISBE Information Systems management. The
solutions
related to this IFB will use ISBE-approved technologies, including one or
more of the
following: Microsoft Visual Studio 2019 (or greater), C#, , MVC,
Microsoft SQL Server, SQL Server Integration Services, SQL Server Reporting Services,
Crystal Reports,
Microsoft Power BI, and Microsoft SharePoint 2016. Azure DevOps (formerly
TFS) will be
used for version control. Secure access to all ISBE web applications
requires the Vendor
to use the current ISBE application development framework to integrate into
the current
ISBE Single Sign-On or IWAS.
For procurements conducted in BidBuy, the State may include in this
contract the BidBuy
Purchase Order as it contains the agreed Supplies and/or Services. MILESTONES AND DELIVERABLES: The Senior Business Analyst will work under the
direction of Software Solutions management (hereafter referred to as
management) in
the planning, development, support, and maintenance of various projects as
determined
and defined by management. The Senior Business Analyst awarded will be
expected to
fully document work performed under this contract in Azure DevOps and with
supplemental documentation. The Senior Business Analyst may be assigned to
multiple
project teams over the course of the contract. Each team will maintain a
backlog that
includes clearly defined user stories, tasks, and timelines. The Senior
Business Analyst s
progress and accomplishments will be continually measured/evaluated by
management
against the expectations to ensure the Senior Business Analyst is
performing efficiently.
As defined and approved by management, the Senior Business Analyst will
support ISBE
staff by actively participating in all facets of the systems development
life cycle; working
with staff to implement programming modifications necessary to improve
system
performance and availability, improve data quality, and assist staff with
data collection
and reporting; assisting staff with the implementation of system
enhancements/modifications necessary to meet internal Agency needs and
external
stakeholder needs and to ensure compliance with State and Federal mandates;
meeting
required/defined timelines when providing accurate information for State
and Federal
reporting, internal data requests, and FOIA requests; and continuing work
as related to
the Agency s ongoing efforts to simplify and streamline data collection and
State and
Federal reporting processes.
