    Position:

    The Idaho Department of Environmental Quality (DEQ) is hiring a Total Maximum Daily Load (TMDL) Writer – Analyst 3 for the Pocatello Regional Office.

    Salary Range: $29.50 - $30.50


    Responsibilities:

    • Develop TMDL watershed plans and 5-year reviews in coordination with Watershed Advisory Groups and the Upper Snake Basin Advisory Group.
    • Analyze data from monitoring results to determine TMDLs and produce reports with recommendations for implementing watershed restoration and TMDL projects.
    • Conduct pre- and post-TMDL monitoring to ensure information in the TMDL document is correct and verifies pollutant reductions after implementation.
    • Implement state water quality standards, policies, procedures, and management activities with private, local, state, and federal agencies.
    • Review management plans, environmental assessments and environmental impact statements, project plans associated with mines, and resource development restoration projects to ensure compliance state water quality criteria.
    • Coordinate, collect, and disseminate water quality information with stakeholders, including local, state, and federal partners.
    • Complete water quality assessments for the Integrated Report.
    • Participate in regional water quality monitoring activities, field work, database management, and quality assurance and quality control.
    • Fulfill PRRs and respond to complaints as assigned.


    Minimum Qualifications:

    Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

    AND

    At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

    OR

    Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.


    Required Specialty Minimum Qualification

    DEQ 3076 TMDL (Total Maximum Daily Load)

    Must have one year of work experience developing and implementing TMDL's, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups.


    Desired Specialty Minimum Qualification

    DEQ 3131 Water Quality

    Prefer to also have knowledge of water quality and work experience in water pollution monitoring, estimation, or control such as reviewing, designing, or implementing surface water quality monitoring projects, watershed, TMDL evaluation, riparian area, aquatic habitat, water quality, source water assessments, environmental assessments, pollutant source assessments, including municipal, industrial and storm water point sources and non-point source activities such as forestry, mining, agriculture, and grazing. Typically met by possession of a college degree in Natural Resource Management, Forestry, Fisheries, Biology, Chemistry, Limnology, Hydrology, Environmental Science or closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in water pollution monitoring, estimation or control such as reviewing, designing, or implementing surface water quality monitoring projects, watershed, TDML evaluation, riparian area, aquatic habitat, source water assessments, water quality or environmental assessments, pollutant source assessments, including municipal, industrial and storm water point sources and nonpoint source activities such as forestry, mining, agriculture, and grazing.


    DEQ 3132 Clean Water Act

    Must have work experience interpreting, enforcing, or ensuring compliance with the requirements of the Clean Water Act and state environmental rules. Typically met by two (2) years of full-time work experience interpreting, enforcing, or ensuring compliance with the requirements of the Clean Water Act and state environmental rules.


    Physical Requirements:

    • Ability to sit and work on a computer for 2-4 hours at a time.
    • Ability to bend and reach for filing purposes.
    • Some periods of heavy reading and typing are required.
    • Ability to lift 30 pounds when working with file boxes.
    • Some travel may be required.
    • Ability to climb ladders, staircases, work on uneven terrain.
    • Ability to lift and carry up to 30 pounds over rough terrain.
    • Ability to work in adverse or inclement weather.
    • Ability to work in extreme hot or cold temperatures both outside and inside.
    • Ability to work on elevated instrument platforms, ladders, etc.
    • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
    • Must be able to swim and perform field monitoring work without on-site assistance or supervision.
    • Occasional travel required.
    • May work in the vicinity of loud noise.
    • May be required to travel and stay overnight in remote areas.
    • May come into contact with hazardous waste/materials.
    • Eyesight needs to be 20/20 (as corrected) to observe field compliance.
    • May be required to camp in remote areas overnight or longer. Must be able to work and be on a boat.

    • Valid driver’s license
